Decrees of Function;

As relayed by the Lord Sovereign of Ravenmire the Dumacratic elements of Midlander tradition shall be

upheld In the form of Parliament of which shall be made up of Lords and elected citizenry.

 

Act I;

§I-I Lordling Affirmation of Oathes;

Upon the ascension of a new Lord, an Oath of fealty shall be presented to the Lord Sovereign during session of Parliament.

This shall act as an Oath to King, God and Country.

 

§I-II Appointees by Sovereign decree;

The Lord Sovereign's appointed Ministers to his Majesty's Dumacratic Parliament shall consist of

the Landed Nobility and their Barons affirmed by both Sacred Oath and Lord's decree

By no means shall the status of the Gentry or Lord be reigned higher in the court, for a Baron shall have

the same say as a Prince and all titles in-between 

 

The Lord Sovereign shall also deem it fit to appoint his Holiness’ ordained Bishops of the realm to the High Court's Parliament.

 

§I-III Dumacracy Triumphant;

Pertinent to upholding Dumacracy there shall be selected elected ministers from the Ravenstates in the

form of Freemen.

The number of freemen elected to the High Court to join in Parliament shall not exceed the local oathed

and appointed Lords as overseen By his Lordship the Sovereign.

 

The individual Ravenstates can decide how the Ministers are selected as well as their local duties so long as there is an election for the position in some form.

§II-I Call to Session;

The Call to assemble the Members of Parliament to Session shall fall upon the members wherein.

If any lord or member of Parliament calls for session to assemble then it shall assemble within the year.

 

it shall be agreed by majority of the ministers and Lord's by which day of the week session shall be assembled

 

§II-II Conduct in Courtly Parliament;

  • First of all, once all has gathered in the hall a holy man of the flock shall lead the procession in Prayer

 

  • The Prime Minister, one who will be chosen by the Ministers to lead the Parliament through Session shall begin a roll call of ministers and sworn Lords. It is during this time unsworn in Lords or ministers shall make their presence known and make their way to the floor to offer their oaths and affirmations in presence of the Lord Sovereign of Ravenmire.

 

  • Upon the finalization of roll call and oathes the Sovereign, his Lordship of Ravenmire shall oversee and bless the procession with their opening statements, the Sovereign lord of the Ravenstates shall always be present for conduct of Parliament.

 

  • Session shall start with the Prime Minister introducing themselves and setting the agenda of the session. If, there is no Prime Minister then the members of Parliament shall elect one amongst themselves.

 

  • Acts proposed by the Prime Minister shall be voted on by the members of Parliament by Yays and Nays

If The Prime Minister is finished with their proposal of acts then the members of Parliament are free to introduce their own acts to vote on by the members of Parliament by Yays and Nays

 

  • At any point after Two Saints hours of session the Prime Minister shall motion to adjourn or dissolve the session.

If voted to Adjourn; the session shall continue the next day at the same start time

If voted to Dissolve; the session shall come to an end until it shall be summoned again.

 

§II-III Passing of Acts, Format of Acts

Each Act shall be written by and presented by Parliament; A set of Acts can be compiled together for vote

as well referred to as Acts, 

During Session, Acts Shall be voted on for a Majority 51% or more,

Once Acts pass a majority vote in Parliament it shall be presented to the Sovereign where they shall either

Veto or Sign the Acts into law, at Which point it is the Prime Minister and their appointed executives

authority to enforce.

 

The Format of official Acts shall consist of;

  • The Official Recognized Seal of HM's Parliament;
  • The Year in which the Acts are proposed;
  • Each Act listed Separately by dividers including Sections under each act if applicable;
  • The Signature of the Prime Minister;
  • The Signature of the Lord Sovereign of Ravenmire;

Act III;

§III-I HM’s Prime Minister;

 The Prime Minister of his Majesty's Parliament shall be addressed as “The Honorable” in formal sessions including Parliament.

 

The Prime Minister is as described in Act II Section II elected amongst the sitting members of Parliament amongst themselves,

In order to start A new Prime Minister Election while one currently presides any sitting Minister or Lord on HM's Parliament can call

a vote of no confidence in the Prime Minister's leadership,

 

The Prime Minister is responsible for Overseeing and leading Parliament and executing their Decrees on authority of the Crown.

 

§III-I Appointees by Ministerial decree;

Each Position of Government shall be created through the use and passing of Acts,

The Prime Minister is responsible for appointing each government Appointee, each Appointees must be confirmed and voted on by Parliament by Majority vote
