The Lurakan People are vested with the life of the Spirits and the honor of our environs. The dunes are a harsh place characterized by the necessity of scavenging. Outside the city of Lurakahn, all that surrounds the city is considered to be the Orcish Badlands, a place where there is no rule of law. The Orcs of Lurakahn are bound by honor to assist those who wander in the desert; however, they must also excise a cost for the assistance. All things are transactional between Orcs and Non-Orcs.

 

"At the heart of an Orc’s honor is the idea of tribute. The world has never been a pure and ethical place. When Iblis offered the Four Brothers gifts, it was only Krug who spurned the Red Spirit. As such, in respect of the hallowed traditions of the Peoples of Krugmar who have been forced into diaspora, whose sandy dunes and wastes have been commandeered by their far-flung cousins, all other species must return gifts to the Rex of Lurak and his people if they desire his protection and allegiance."

Those who offer tribute have fulfilled the sacred act of the Gift Exchange. It is believed that those who fail to maintain their commitments with gift-giving are condemned to the Hells. As such, when a country or organization offers tribute to the Rex of Lurak, they are to be defended from raids and are considered "Honorary" alongside all their citizens. Their cities are protected from bands of roving scavengers and brawlers who seek out the earned honor of bloodshed.

 

Enemies who speak ill of the Orcs are considered "tonguedancers" in the words of the Hordespeaker Grommash. It is said that those who sent emissaries to speak with the Almighty Rexkhan Daahd'Lur in The Annex were likewise honored if they provided gifts. Tournaments and brawls accompanied these sessions of The Klamor, which would lead to the following rite in addition to the gift-exchanging process: All who paid tribute would be offered participation in the Orcish Rites as an outsider. Tournaments, Grog Nights, all of it. Even major political meetings, so long as they were a member of the audience.

 

Those who did not pay would be scavenged from. They would be captured to offer labor in exchange for their freedom. Upon mining ore or farming, they would be released, and returned to the their home with the protection of the Orcs so that no other harm befalls them.

 

For the Orcs, all honor is transactional. You must give to receive. And the strongest dictate whom receives what. The exemption to this fact are the nations of Norland and Caurost, with whom the Lurakan People have a Bond of Perpetuity. The closest of allies, the greatest of friends and family.
