Be it directed that:
 

1. ALL punishments and penalties and executions under the jurisdiction of the Pontifical Government
   SHALL be carried out in a manner that is professional and efficient, not directed to permanent maiming, humiliation, or, in the case of an execution, a prolonged death.
    
2. NO cruel punishments shall be sentenced or carried out by states or orders subject to the Pontifical Government, including, but not limited to the following:
   1. Crucifixion or impalement
   2. Flaying
   3. Bludgeoning or breaking of bones
   4. The cutting off or removal of limbs or facial features
   5. The use of acid or fire on a living person, except when the condemned is a thrall of ruin and the burning is necessary to ensure their destruction
