INTRODUCTION

“A polite society is a lawful one. To follow elmaehr’sae hiylun’ehya is to never stray from the blessed tenets that separate us from an ever-expanding sea of lessers.”

Laurir Valindra Liavyre

The Silver Sanctum is built on Laws and Principles well-rooted in maehr’sae hiylun’ehya and the blessed teachings of our forefathers traced back countless decades. It is the view of the Sohaer that the reintroduction and subsequent of The Obvious Laws and The Dichotomy of Lewdness is imperative for as time marches onwards, we must march in pace at its side.

CHAPTER I

THE OBVIOUS LAWS

“The venerated society of the mali’aheral will not tolerate those who cannot abide by the simplest of civilised behaviours. For those who are incapable of deducing such things (or philosophers who tend to debate the existential qualities of “laws” and the purposelessness of attempting to order a world that is fundamentally chaotic, or perhaps something equally irritating) I shall write a guide of laws that should be, to most civilised beings, obvious.”

Malaurir Lucion Sullas

ARTICLE 1.   The Blessed Citizens of Haelun'or will not tolerate unsanctioned violence.

This applies primarily to acts of physical aggression upon the Mali’thill. Such unauthorised violence will only be permitted when absolutely necessary - for example when one finds themselves in immediate danger and self-defence is required.

ARTICLE 2.   The Blessed Citizens of Haelun'or will not tolerate theft.

Theft is frowned upon greatly within our venerated land. As a society we are called to craft, develop and earn our own belongings. To steal from Haelunorians is to disrespect the work of one’s bloodline and to bring shame to your own.

ARTICLE 3.   The Blessed Citizens of Haelun'or will not tolerate the meanderings of unscrupulous and alien wanderers.

Those who are deemed unworthy will not be allowed entrance. Those who are allowed within will be on a very short leash. Should they irritate enough of the citizenry, foreign beings will be ejected--by force if necessary.

ARTICLE 4.   The Blessed Citizens of Haelun'or will not tolerate the purposeful tarnishment of purity.

Purity is not in the eyes of the beholder. It is in the venerated manners of our Mali’thill ancestors where we find guidance in purity. It is not enough that one’s heart is pure--for only when one’s mind and blood remains unmuddied can true purity be gained.

Any Infernal-touched children born of ‘Thill, however pure in mind and blood, are considered impure regardless.

ARTICLE 5.   The Blessed Citizens of Haelun'or will not tolerate the disgraceful and irrational destruction of written thought.

Knowledge and written thought are completely imperative for the progression and preservation of our people; a custom rooted in maehr’sae hiylun’ehya. The unsanctioned destruction of tomes of any value within the great library is to be treated as a crime akin to both unsanctioned violence and theft.

ARTICLE 6.   The Blessed Citizens of Haelun'or will not tolerate purposeful mutilation of oneself.

To ensure the bodily purity of all citizens, the mutilation of one’s body for reasons aesthetic is forbidden. Medical licensing and governmental approval can be acquired by those with individual needs, but the harming of one’s own body through piercing, tattooing or other means is, as is necessary for soundness of mind, to be rejected.

Mutations stemming from the Voidal Arts such as the Veilwatcher’s eyes and Eminent’s affection are permitted.

ARTICLE 7.   The Blessed Citizens of Haelun'or will not tolerate attire which obscures one’s identity.

To ensure the safety of the Mali’thill, and indeed of all Blessed Citizens, it has been determined that the wearing of overly large hoods, helmets, full masks, and other forms of obscuring perception of identity both through worn attire and magics is hereby banned among all non-citizens and non-mali’thill of Haelun’or.

ARTICLE 8.   The Blessed Citizens of Haelun'or will not tolerate slanderous public speech by untempered tongues toward invited guests, allies or the State.

All in Haelun'or will remain courteous and hospitable to all invited guests and denounce any who publicly slander her allied nations or factions. The scattering and distribution of slander and anti-purity propaganda concerning the Silver State of Haelun'or puts the stability and health of the populace at risk.

CHAPTER II

THE DICHOTOMY OF LEWDNESS

“The filth accumulates, not in the sewers, but in our very streets. The waste that pollutes the once clean walkways of Haelun’or is carried in the hearts of her children. To purge the city, she must expel these waste-bearers, for they are disgraceful, lliran. Our city weeps, and her silver tears leak away the memory of a once great civilisation. Larihei lives in disrepute, and we are to blame. We have not lived up to her.. Examine your hands, and the hands of your lliran. It is time to wash away the filth of the streets."

Anve’vuln Lazul

ARTICLE 1.   The Blessed Citizens of Haelun'or shall not participate in physical fraternisation outside of marriage.

This crime disrespects the very nature of the matrimonial union. Unmarried citizens who physically fraternise disregard the purpose of procreation and cause unruly distraction, emotional disruption and in the worst case scenario - consequences of bastardisation, a terrible crime, considering it taints the reputation of an otherwise innocent mali’aheral child.

ARTICLE 2.   The Blessed Citizens of Haelun'or shall not participate in public fraternisation of an overly intimate nature.

A disrespect of peers and the State’s dignity itself, those who violate this covenant of Haelun’or’s sanctity deserve not to walk her halls.

ARTICLE 3.   The Blessed Citizens of Haelun'or shall not participate in fraternisation of any non-platonic sort with impures or other races.

Preservation of life itself resides in the idea of purity. To lay waste to one’s untainted mali’aheral blood is a crime no less potent than murder of another citizen.

All who engage in physical gestures of romantic affection in public should be treated as unclean, dirtying the sights of their fellows with such a display of uncivilised, unproductive lust.

Relations with the same sex, so long as they are of indisputably pure blood, are permitted.

CHAPTER III

THE LEGISLATION OF ARCANA

“Ambition is the gateway to progress. Ambition unchecked is an invite to chaos.”

Laurir Valindra Liavyre

It was Larihei Lomah’nih, the progenitor of Maehr’sae Hiylun’ehya, who first discovered the gifts of arcanic magic. Ever since, the Blessed Citizenry has showcased a knowledge and general affinity for the arcane that has long since branched outwards from the Void alone. As solemn inheritors of a magic of duality, it is natural that those of superior lineage would understand that with great power comes great responsibility when it comes to any matter that transcends the mundane.

ARTICLE 1. The Blessed Citizens and guests of Haelun’or must engage, if applicable, in the responsible use of the Voidal Arts.

Voidal magi are expected to, upon entering the city as a guest or a resident, list all arts they practice, including those more minor practices that delve further into the intricacies of the void, such as Veilwatching, Voidstalking, Arcane Scionry, Eminence and Artificery. In instances where these may alter the body, due to the innate connection of the void to Haelun’orian culture, they are granted an exemption from the aforementioned bodily alteration laws.

The practice of the void is one done with acknowledgement of the nature of the veil and its fragility. To welcome its corruption on the material plane in the form of anything greater than an obelisk out of the public eye is to fall to the mentality of the impure.

ARTICLE 2. The Blessed Citizens of Haelun’or must, if in possession of any deific magics, report to the Sohaer and Maheral for individual purity assessment.

Deific arts are classified as Templarism, Druidism, Ex-Paladins of Xan and Shamans.

Licensing of these magics may be granted by the Sohaer and shall be recorded.

ARTICLE 3.  The Blessed Citizens and guests of Haelun’or shall not participate in the Dark Arts.

Those who participate in the arts of Necromancies, Infernal Warlockism, Frost Witchdom, Undeadism or submit themselves to the Shackles of Azdromoth willingly damn their otherwise silver souls to an eternity of impurity. Repentant Silver Souls who have unwillingly found themselves shackled to the unbecoming existence of unlife should be released, if possible, into a peaceful afterlife.

ARTICLE 4.  No Blessed Citizen or guest shall ever create a construct in blatant imitation of a mali’thill.

Homunculi crafted must never resemble a pure high elf, for it is a mockery of the true children of silver. To do so is to spit on Larihei’s blessed legacy.

CHAPTER IV

THE RETURN TO PURITY

“Blood makes a mali’aheral; a mali’thill is made of more still. One might argue, that with time and a guiding hand, one might find a fragment of mali’thill even the most common of mali.”

Laurir Valindra Liavyre

The Path to Purity is an ancient process. The Mali’thill are a people of mercy, offering that which will have true lasting impact; re-education. As the Mali’ata has wronged our venerated race, they must seek redemption in the eyes of all who would call themselves Mali’thill. As such, they must gain the forgiveness of all who dwell within the pure lands.

THE FOUR STAGES FOR PURIFICATION

STAGE 1.   The Drawing of the Curtain

The Mali’ata must be sincere in their desire to become a part of our society once more, and be willing to perform all the tasks asked of them. They must be willing to acknowledge the wrongness of the crimes they have committed against their kin and Haelun’or as a whole.

Should they not conform to this ideal, they shall not be allowed to return.

STAGE 2.   Righteous Revulsion

Should the Mali’ata be sincere and willing, they will be allowed to enter Haelun’or. Here, they must seek out every Laurir of The Council of Nobles, Elheial’lauriran, and tell them individually of the crimes they have committed towards Mali’aheral. They will then, after informing each individual of the crimes, ask for forgiveness from each. The Laurir may ask the Mali’ata of anything, and the Mali’ata will do as they ask with great vigour and a calm disposition in a manner befitting any true Mali’aheral. The labours the Mali’ata provided are but a pittance in exchange for the attacks on purity they have performed. The Mali’ata can only move to the next stage with the approval of every Laurir.

STAGE 3.   Learning the Way

It is with upmost importance that the Mali’ata understands the true meaning of Maehr’sae Hilyun’ehya, as it is the true principle of Haelun’or that keeps the nation, and its people, together. An elder Mali’thill will be given the Mali’Ata as a student. This Elder Mali’thill will be in charge of watching over the Mali’ata, teaching the Mali’ata the ways of Haelun’or, and helping the Mali’ata reintegrate into Haelun’or.

If they are unable, or unwilling to relearn the meaning of Maher’sae Hilyun’ehya in Haelunorian culture, they will be once more resigned to the tile of ‘Ata

STAGE 4.   Acceptance

Upon securing forgiveness from the Maheral, and all Laurir through their actions in the previous stages and embracing once more what Maehr’sae Hilun’ehya means in their hearts, will the Mali’ata finally shed its title, and reclaim the name of Mali‘Thill once more.

CHAPTER V

THE SILVER TRIBUNAL

“El’pariran’tir serve as a reminder that the upholding of duty, of purity itself is a burden we must all proudly shoulder.”

Okarir’tir Theveus Sythaerin

In the event that a citizen of Haelun’or is accused of violating any of the above laws and is summoned to stand trial by either the Sohaer or the Okarir'tir, a group of three judges, pariran’tir, are appointed to operate as a panel of decision makers. These judges, once appointed, shall deliberate upon the accused’s guilt. When a decision is made, punishment as appropriate will be delivered at their discretion. If the judges so desire more evidence, they may call for a testimonial, or a character witness. Members of The Silver Council and the Imperial Family can only be summoned to stand trial by the Sohaer.

A judge, parir’tir, is chosen based on a hierarchy of respect and authority, namely:

a)   Okariran

b)   Lauriran

c)   First Class Citizen

Should the accused not appear at the time they were summoned, they shall be considered guilty and a sentence shall be issued by the pariran’tir in their absence.

CHAPTER VI

THE TIERS OF PUNISHMENT

“It is through law that the Blessed Citizenry know purity; it is through justice that they are shielded from corruption.”

Laurir Valindra Liavyre

THE FIRST TIER OF PUNISHMENTS, TIER OEM

For minor infractions and crimes against order, either by discretion of the Sohaer, the Okarir'tir or the Pariran’tir after a concluded trial, the guilty may be punished with:

Mandated cultural classes

Mandated civil service

Fines

THE SECOND TIER OF PUNISHMENTS, TIER NIUT

For repeated or severe violation of The Obvious Laws or The Dichotomy of Lewdness, by discretion of the Sohaer, the Okarir'tir or the Pariran’tir after a concluded trial, the guilty may be punished with any of the First Tier punishments, in addition to:

Stripping of property

Annulment of marriage

The Path to Purity

Corporal Punishment

Penal Labour

Penal Transportation

THE THIRD TIER OF PUNISHMENTS, TIER HAEL

For the most heinous crimes, where there is no reason to believe the guilty may ever reform, only death is fitting. The sentence may be made by discretion of the Sohaer, the Okarir'tir or the Pariran’tir after a concluded trial.
