Another age-old tradition devised by Sohaers since passed, the ranks of the citizenry were born to separate the blessed from the pretenders and serve as a reminder that a deviation from elmaher’sae hiylun’ehya is one that impacts the superiority of their blood.  So too does it beckon the wayward members of the lesser races to strive for more than that which is simply handed to them.

 

From the ashes of the past, the blessed ranks of elcihi’thilln were thus reborn.

As of S.A. 225, Citizenry Ranks are to be divided into the following.

 

Blessed Citizen, First Class

 

The Blessed Citizenry, a rank achievable only by mali’thill of verified purity. Upon verification of adherence to elmaehr’sae hiylun’ehya, a Blessed Citizen is afforded a number of additional rights. They may sit upon the Silver Council as an Okarir, rise to the mantle of Maheral or run for Sohaer in future elections, so long as they are above the age of fifty. All Category Oem citizens are afforded the right to a purity trial for most crimes of a non-violent, immediately dangerous nature. Category Oem citizens may also establish their own Talonnii and seek to further elevate their bloodline’s status.

 

Criteria:

 

• Be of pure ‘thill [Mali’aheral] lineage.
• Not hold a rank in any foreign governmental or martial organisation.
• Adhere to Silver Law
• Fill in the Citizenry form honestly.
• Be a resident of the Silver State.

The Citizenry, Second Class

 

A rank reserved for non-’thill members of the Silver State who have affirmed their loyalty and made adequate contributions to elmaehr’sae hiylun’ehya, those who fall under Category Niut are afforded many of the same rights as the ‘thill Category Oem. This includes the right to a trial. While rare, it is not unheard of for Category Niut citizens to climb the ranks of elheial’thilln and serve as tilruir to an Okarir. It is common for non-’thill vassal members to hold this level of citizenship.

 

Criteria:

 

• Not hold a rank in any foreign governmental or martial organisation.
• Be of any lineage AND actively contribute to elcihi’thilln.
• Adhere to Silver Law.
• Fill in the Citizenry form honestly.
• Be a resident of the Silver City or one of its vassals.

The Residents, Third Class

 

Commonly held amongst new members of elcihi’thilln who are not of ‘aheral blood, the rank of Category Hael is also often issued as a punishment to Blessed Citizens who falter in their purity until such a time that they are able to restore their status and undertake The Path. To be a Category Hael citizen is to hold the lowest status of those permitted to reside in Larihei’s bastion.  It is rare that they are given the luxury of a trial for any crimes committed, nor are they permitted to hold any significant role, be it in elheial’thilln, elsillumiran or even in the Eternal Library.

 

Criteria:

 

• Be a resident of the Silver City or one of its vassals.
• Adhere to Silver Law.
• Fill in the Citizenry form honestly.
