ON THE FUNCTION OF THE IMPERIAL PRIVY 

 

It is through the Imperial Crown’s delegated authority that the councillors and advisors of the Imperial Privy handle executive matters of governance at the Emperor’s will. The creation, amendment, and derogation of Privy seats may only be made at the Crown’s convenience, as long as they suffice in addressing all means of administration to ensure the realm’s prosperity and bureaucratic efficiency.

 

The councilors of the Imperial Privy are expected to fulfill their duties to the Crown without bias or being clouded by their own personal or familial ambitions. Their duty is, first and foremost, to ensure that His Imperial Majesty’s vision for the Empire is implemented and that his dictates are followed to the letter. They are also expected to advise the Emperor or Archchancellor when called upon to do so.

 

Furthermore, the Imperial Privy has a responsibility to attend to the maintenance of the Empire and the Emperor’s personal holdings. The well being of the Empire’s citizenry must always be in the hearts of every councilor on the Imperial Privy as an extension of the Emperor’s own benevolence toward his subjects. Additionally, if explicitly called upon by His Imperial Majesty to do so, they may also be expected to serve as part of a regency council until such a time as he has returned from an extended leave of absence or his heir has come of age.

 

ON THE COMPETENCY OF THE INDIVIDUAL OFFICES

 

Privy Councillors are tasked with forming and organizing lesser offices in a ministry, under the supervision of the Archchancellor, with hierarchic clearance levels for the creation of jobs and deputization of tasks. Ministries may only operate within their jurisdictions, and interministerial matters are to be adjudicated by the Archchancellor or his office. 

 

 

THE ARCHCHANCELLOR

The second-most temporal authority in the Empire, the Archchancellor works at the Imperial Crown’s behest to ensure its agenda is fulfilled appropriately through the executive instruments of government. Foremost, the Archchancellor forms and leads the Privy Council, steering its direction and instructing administrative policy, as well as settling internal cabinet disputes and keeping checks and balances. 

 

As the highest ranking advisor, the Archchancellor keeps constant communication with the Emperor, and moderates petitions during Imperial Court. Additionally, in this vein, it is the Archchancellor’s duty to form a regency council and maintain standard operations during interregnums, until the most legitimate heir is able to ascend to the throne. 

 

However, the Archchancellor’s tasks extend to maintaining a diplomatic corps under his office, being invested in the Empire’s foreign affairs, signing and sealing any and all treaties and contracts before presenting them to the Emperor.

 

The Archchancellor holds office until retirement, death, or dismissal by the Emperor, whose will is singular and absolute over this bureau.

THE LORD CHAMBERLAIN

The Lord Chamberlain is the appointed steward over the Imperial Court. While the Empress retains supreme authority over the courts, the Chamberlain is meant to serve as their deputy in all matters pertaining to culture and high society. Their mandate therefore lies not only in managing the domestic affairs of the imperial household, but in actively curating and shaping the culture of Man.

 

They are also tasked with planning and organizing events across the span of both the Crownlands and the greater empire. This entails coordinating with the membership of the imperial peerage and the nobility to plan great celebrations for public holidays, religious festivals, and other important social gatherings for all Mankind.

 

Finally, the last of their duties is that they are entrusted with hiring and recruiting courtiers and artisans to fill the ranks of the Imperial Court. They are compelled to keep a personnel registry for these purposes and a vast array of professionals on retainer to maintain the health and prestige of the court as well as assist the Empress in her own courtly initiatives and duties.

THE LORD TREASURER

The Lord Treasurer serves as the chief architect of all fiscal policy in the Empire. They are tasked with crafting a budget for the Imperial Crown, and are further expected to ensure that the budget remains balanced throughout their tenure. Similarly, the Treasurer is also expected to ensure that enough capital is present within the imperial treasury to compensate the soldiery, maintain an adequate warchest for the defense of Mankind, and respond to natural disasters and other such crises.

 

Their mandate further compels them to coordinate with all other members of the privy council to ensure that every expenditure is properly catalogued, that all spending remains efficient, and that the ministries of the Imperial Crown are receiving the funds needed to perform their missions.

 

All stewards and state enterprises under the direct purview of the Imperial Crown are also compelled to report to the Lord Treasurer, with a registry being kept of all personnel employed to the Crown’s direct holdings. They are furthermore tasked to ensure that such personnel are properly organized, available, and on retainer at all times to guarantee a steady stream of income for the purposes of good governance.

THE LADY JUSTICIAR

The Lady Justiciar is tasked with overseeing all matters pertaining to the administration of civil and criminal law within the borders of the Empire. Their primary responsibility is to arbitrate lesser disputes in the Emperor’s name as per the directives that they receive from the Imperial Crown.

 

To this end, they are empowered to establish courts, stipulate legal procedure, create and maintain a code of law, and otherwise take steps to create and maintain a hierarchical ministry of judges, lawyers, and prosecutors to virtuously administer the Emperor’s justice. 

 

Furthermore, a registry of all personnel is to be maintained to be called upon at a moment’s notice for the purposes of maintaining the rule of law and defending the Emperor’s peace.

THE IMPERIAL MARSHAL

The Imperial Marshal is charged both with leading the Crownlands military and organizing the various levies of the Empire in its defense. Furthermore, he is charged with ensuring the safety and security of the Emperor’s subjects and all lands under the Empire’s protection.

 

To this end, he is tasked with maintaining banners the Crownlands may deploy in defense of the Empire, the True Faith, and the Emperor’s peace at a moment’s notice. The training and recruitment of soldiers is to be undertaken, and the soldiers of said army employed to ensure uphold the Emperor’s law and ensure security within the Empire’s borders.

 

Furthermore, he is tasked with organizing wargames that will further train the armies and levies of the Empire and maintain combat readiness across all imperial forces.

The Imperial Grand Knight is tasked with overseeing all knightly orders within the boundaries of the Empire, as well as the raising of squires and the creation of knights under the direct purview of the Imperial Crown.

 

The epitome of chivalry and martial acumen, the Imperial Grand Knight is also responsible for hosting tournaments to demonstrate the skills of the gentrymen and celebrate the Empire’s tremendous martial acclaim.

 

They are also compelled to maintain a codex of all knightly orders and their membership within the borders of the Empire to be called upon at a moment’s notice.

THE LORD PRAETOR

The Lord Praetor is an ad hoc, seat-holding position tasked with overseeing matters of intraimperial bellicose conflict, adjudicating over the prescribed rules of engagement and war goals and being impartial in the tracking of victory conditions. 

 

Working closely with the Imperial Marshal and Justiciar, in military and judicial matters respectively, the Praetor hears complaints specifically pertaining to these matters, and executes the Emperor’s will where necessary.
