HEAR THEE, HEAR THEE,
 

The Duma is an ancient tradition of the Ruskan people, long embraced by the Midlandic folk, and in Ravenmire it finds new life. It endures now as a symbol of liberty,  a beacon to the Smallfolk of every march and vale. The Duma Krukiva shall stand as the ruling council of Krukiv and its dominions. 

 

Its members are drawn from those who hold true power in the Raven Marche:

✠ The Velikiy Knyaz (The Ravenlord)

Incumbent: Earoslav I

The Velikiy Knyaz serves as both the sovereign of the Ravenstates and the arbiter of its Duma. While all matters of governance pass through the chamber, he alone holds the veto power. However, he may not infringe upon the sacred rights of his vassals, to raise levies, to collect taxes, to keep their house banners, without unanimous consent of the Duma. Once a motion is lawfully passed, he may not act unilaterally to alter or overturn it.

 

✠ The Krupoveti (Ravenlords) 

Incumbent(s): Peter Marna, Elis d’Amaury, and Larkin Winburgh.

Each Krupovet holds dominion over their lands in service to the Ravenlord and Holy Imperator. They may raise banners, levy taxes, and hold a seat on the Duma. If absent, a house member may represent them. Only the Krupovets may vote on appointing new Krupovets, annexing lands, revoking titles, and declaring war, each requiring majority consent to pass.

 

✠ The Tysyatski (Commander)

Incumbent: N/A

The Tysyatski, appointed by the Duma, leads the Krukivivoyi, the Ravenstates’ military, and holds a seat on the Duma during their tenure. Charged with defending Earosgrad and its lands, they serve as chief advisor on matters of security, overseeing the readiness of forces and guiding The Ravenlord and Ravenlords in all things martial.

 

✠ The Starsota (Master of Coin)

Incumbent: N/A

The Starosta serves as treasurer of the Raven States and is responsible for maintaining the stores of mina and tiber. Appointed by the Duma, the Starosta may delegate collection duties to bailiffs and taxmen but must report directly to the chamber and The Ravenlord.

 

✠ The Kantsler (Chancellor)

Incumbent: N/A

The Kantsler, appointed by the Duma, is keeper of the Great Seal and recorder of the Duma’s will. They ensure that transcripts, laws, and decrees are accurately written and dispatched throughout the Ravenstates. The Kantsler also serves as moderator of the Duma’s proceedings and is charged with compiling the first codex of laws to be presented for deliberation and eventual affirmation as the realm’s law.

 

✠ The Posadnik (Voice of the People)

Incumbent: N/A

Elected by the Smallfolk of the capital, the Posadnik represents the people’s voice within the Duma. Chosen by vote every ten years, they hold equal standing in all matters save war and noble titles.

 

✠ The Patriarkhat (Presiding Priest)

Incumbent: N/A

The Patriarkhat is the most senior priest in Ravenmire, as confirmed by the Holy Mother Church, shall hold a seat on the Duma and serve as spiritual guardian of the state. 

 

No member appointed to the Duma shall hold more than one seat simultaneously. Should any appointed councilor acquire another seat by other means during their tenure, they are required to resign from one to prevent conflict of interest and ensure the proper functioning of the council.

 

Any member of the Duma may summon its assembly; no quorum is required to convene, but the presence of the Velikiy Knyaz is mandatory for any vote to take place. Any sitting member may lead debates, but no decision holds authority unless ratified by the Velikiy Knyaz. Should the Krupoveti wish to override the Knyaz’s veto, a three-quarters majority of their number is required.
