I think Dwarves just need like 2 or 4 pixels chopped off the legs to make them look alright. Their supposed to be just as bulky as humans in the torso, but have shorter legs. Though if that looks too disproportionate then 2 from from the legs and two from the torso.

Halflings might be directly smaller though like the dwarf in the picture above.

If the dwarfs literally were half as tall as everyone else, then they could fit through 1 block holes which would be ridiculously awesome, not to mention they'd be harder to hit. The tallest of orcs however might not be able to enter normal doors.
