With the conclusion of the War of Crown and Crozier, the defeat of Orsathiel, and the arrival of the Descendants upon Azuras, those who had settled in the Oasis came together under one shared vision the establishment of a true and unified government. Thus was born The Golden State of Ipanema.

The governance of Ipanema is aided by its seven ministers, each responsible for the balance and wellbeing of the State:

◈Ministro de Assuntos Exteriores [Minister of Foreign Affairs]
 

◈Ministro do Supremo Tribunal Estadual [Minister of the Supreme State Court]
 

◈Ministro da Defesa [Minister of Defense]
 

◈Ministro da Economia [Minister of Economy]
 

◈Alcalde [Elected Head of the Commonfolk]
 

◈Ministro da Saúde [Minister of Health]
 

◈Ministro da Educação [Minister of Education]

 


※ The Alcalde Elections

Every twelve years, the citizens of Ipanema shall participate in the Election of the Alcalde, overseen in collaboration between the Crown and the People.

The Alcalde serves as the voice of the commonfolk, ensuring their needs, grievances, and hopes are presented before the Council and the Crown.
They possess the right to propose, debate, and vote upon new projects and laws within the Council Chambers, acting as a bridge between the noble and the humble.

 


※ Lex Ipanema

Below are the standing laws of the Golden State. These may be expanded, amended, or revised by the Council upon need and circumstance.

 


※ I. Crimes of Prejudice and Discrimination

Any form of discrimination, whether directed at Kharajyr, Musin, cursed children, non-shamans, or followers of any faith shall be punishable by fine, imprisonment, or banishment from the city.

Subsection:

  • Crime de prejudice– Acts or speech displaying racial or cultural hatred.
     
  • Crime de Offense – Personal insults, slanders or accusations motivated by prejudice.

 


※ II. Weapons and Combat within the City

The bearing and possession of weapons is permitted for both citizens and foreigners. Friendly duels and sparring must occur within designated areas established by the Guard or Council.

In the event of an invasion or assault whether by Darkspawn, brigands, or hostile forces all who choose to defend Ipanema shall be granted unrestricted right to bear weapons for the protection of the State.

 


※ III. On Dark and Daemonic Magics

The practice of dark, or daemonic magics including but not limited to Necromancy, Vampirism and Blood Magic is strictly forbidden.
Those found guilty shall face arrest, trial, and, upon conviction, execution or exile as decreed by the Crown and the Horde.

 


※ IV. Inheritance and Noble Titles

The succession of titles and estates within Ipanema follows the order of familial adoption or birth, regardless of bloodline or gender.
Thus, should an adopted child be welcomed into a family prior to the birth of a biological heir, the adopted shall stand first in line for inheritance unless otherwise declared by decree of the ruling Arch-Duke or Arch-Duchess.

 


※ V. Citizenship of Ipanema

A person shall be recognized as a Citizen of the Golden State under the following conditions:

  • Born or adopted into an Ipanemese family
     
  • Granted citizenship through a formal audience with the Alcalde, upon recommendation of a citizen or minister.
     

Citizens are entitled to residence, protection, and participation within the civic and cultural life of Ipanema and the Horde.

 


※ VI. Cultural Festivals and Public Celebrations

Each year, the Golden State of Ipanema observes a series of cultural festivals and civic celebrations, honoring both the heritage of the Oasis and the unity of its people.

Among the most distinguished events stand:

  • O Carnaval de Ipanema, a grand display of music, color, and joy, held beneath the summer sun to celebrate life, art, and liberty.
     
  • A Festa Junina, a festival of harvest, bonfires, and traditional dance, symbolizing gratitude and community among all who dwell within the sands.
     

Both are hosted by the Crown of Ipanema, in partnership with its citizens, noble families, and local guilds. Every household, order, or association within the Oasis is encouraged to host or present their own celebrations during these seasons, sharing their crafts, cuisine, and traditions with others.

Eloir Drakon scanned over the missive from his self-made boat heading for a new land, humming as he painted small creatures in the air, as a fallen missive caught his sail. "What in Wyrvun's name.." he muttered, rushing to get it unstuck. The Fenn scanned over the missive with a grin, soon to be followed by, "It seems that I'll have to pay them a visit again; it's been too long."
