UPON MINE ASCENSION TO THE HONORED STATION OF LORD TREASURER OF REINMAR, it hath come unto mine attention that our folk - both the newly arrived and the youth of our realm .. Are sorely lacking in tutelage concerning the securing of dwellings, the preparing of their futures, and the workings of mina throughout the lands of Azuras. This neglect shall endure no longer.

 

THUS, MY FIRST DECREE AS LORD TREASURER IS PROCLAIMED; Whensoever newcomers are welcomed unto our dominion, it shall be **required** that they be instructed in the matters of banks, levies, and the coin of mina. A grave failing hath been observed: though we grant unto these fresh souls shelter freely for the span of two years, they are thereafter cast out, possessing no coin nor means, for they were never taught to gather it. This injustice shall be amended forthwith.

 

MY SECOND DECREE AS LORD TREASURER; As the tides of war recede and our people return unto steadier days, I would fain see trade and commerce flourish across our lands. To this end, I shall restore *Barclay Bargains* across the breadth of the continent. In turn, I bid our people to fill the shops, the stalls, and the market stands, that prosperity may take root amongst us. Further word on this matter shall be delivered in due course.

 

MY THIRD DECREE AS LORD TREASURER; I would see the men of Reinmar - most especially those raised within our walls and beneath their family roofs - take up the mantle of independence and claim lands of their own. The Village of Leonstadt is set aside for true-blooded Reinmaren alone, at the fixed due of 25 mina per annum. Let our people make use of what is rightfully theirs. Furthermore, I would see our kin establish stalls of their own craft, to fashion wares, to trade, and to gather coin for the betterment of our folk.
