I have found space in Al'Khazar that is being unused so I was wondering if we could make it into another house maybe?

Land is not cheap. It will most likely cost you 10000 minas or more. ((if you are homeless, just go make a little hut in the wilds!))

There's no way you'll get permission to build there - the house next to it is huge an so the land will cost a huge amount and they will not wish you for a space like that to be used anyway

A house would not look good there between the gate and the other house. Also, I do not believe Enor sells plain land. Prebuilt houses are the only way cause they go with the architecture.
