Addressed to the Citizens of Haelun'or regarding a matter of grave nature:

By means of this notice, select members of the council wish to express their concern in relation to the behaviour exhibited by members of the community in their dealings with foreign visitors, and also the inversion thereof. Any acts of violence commited within the proximitiy of Haelun'or - so at to be considered a representation of its daily atmosphere - will, without reserve, earn oneself an exile from the town, dealt out at council discretion.

Our Law forbids the inter-breeding of the Mali'aheral with other races, though a minority have taken this decree - in ignorance - to horrid extremes and in turn has resulted in an assault upon us, which has left one of our innocent children grievously wounded. We request those possessing doubts regarding what appropriate conduct is to seek councel. In light of present circumstances a reform of Haelun'or will take place, some details for which shall be provided as follows:

- There is to be no violence of any form - neither verbal nor physical. Should you have personal quarrels, they are to be dealt with in an assertive and rational manner. Failure to do so will result in severe punishment.

- Until further notice, all visitors not on diplomatic business will be accompanied by an escort. Those wishing to gain access to the city must contact an official for a permit to wander freely.

- Provocative conduct of any sort is not permitted, nor is provocation fair cause for violent behaviour. Those whom possess prejudice or ill-tempers are not welcome to act upon them within Haelun'or, and will be removed if deemed necessary.

- Armour is not to be worn within the city walls, and refusal to remove any armaments upon request will be considered as a wish for violence. Those found bearing arms in the city without just cause will be removed.

- Accounting for rumours of Orcish raiding parties traversing the lands, all gates are to be kept shut whenever feasible. We recommend ensuring others are available to re-open gates should one need to exit the city.

Follow these guidelines until further instruction is provided, and let it be known that Haelun'or is a place for those whom draw black blood, not red; the scholars, the students, those whom seek wisdom or have some to offer. Wielders of quills, not blades.

The sanctity of our forebears' ideals will not be blemished by the hatreds of the few.
