Anywhere else You notice a scrap of bark pinned to a notice board at your local square, looking closer, you see writing carved into it, "There shall be a moot in one Elven day from the time this note appears ((3:00 EST)) to discuss action in response to the death of Dedicant Lorthas Ouityson.
