Haelun'or Visitations

Honored Elves,

A stubborn misunderstanding about our blessed City's customs has led to a few unfortunate clashes between the guard of Haelun'or and a few stray "guests". We would hate to think that our esteemed cousins of Malinor would consider us 'racist' or 'unwelcoming' because of an unfortunate misrepresentation of our very just laws, passed down by our honored ancestors and heralded by us, the purest High Elves.

So to prevent these misunderstandings, I would like to introduce a protocol for all those wishing to respectfully visit Haelun'or. Gaining access to the city just once need not be too difficult, but one must submit to our customs and follow these easy guidelines:

1. Leave here for Haelun'or with a form stating your name, race, reason to visit and your understanding of our laws as well as intent to honor them.
   
2. Await a response from one of our citizens willing to be your escort during your visit.
   
3. Appear at the Haelun'or main gate unarmed at the agreed upon time.
   

Never wander in our city without a citizen escort. A council member may still, with or without listed reason, choose to deny you access if deemed appropriate. Fulfilling these requirements will allow you to visit once only, and does not equate to the receiving of a permit.

Let it be known that those of the Mali'aheral, the High Elves, may enter the city freely and without prior notification. Outsiders are, under the rarest of circumstances, given a permit which will allow them most of the same privileges. Those who show up at our gate unannounced will have their business concluded in the Customs office, located outside of the city, if in fact they are acknowledged at all.

Those who enter the city through covert means, whether knowledgeable of our laws or not, can expect consequences.
