Edict of the Of the title of High Sheriff

Issued and confirmed by His Imperial Majesty the Holy Emperor of Oren, Godfrey I

At the will of His Imperial Majesty the Holy Emperor Godfrey I, the right honourable Count Kais Ishikawa is hereby declared the sole and legitimate High Sheriff of the Holy Empire, a title to be held by him in trust to the Imperial Crown of Oren.

This Edict establishes the title of High Sheriff of the Holy Oren Empire at the will of His Majesty of the Holy Oren Empire Godfrey I. The office of High Sheriff is hereby trusted with the responsibilities of the enforcement of the Empire’s laws across the Holy Oren Empire. Commoners and Peasants are required to report any crimes to the High Sheriff and Sheriffs in the Duchy’s that they live in.

Section I

Rights and Powers

• The High Sheriff has the right and power to write the arrest warrants of Knights of the Empire who are of Gentry Class without the Consent of the Emperor and Nobles with the consent of the Emperor.
  
• The High Sheriff has the right and power to detain Knights of the Empire who are of Gentry Class without the Consent of the Emperor and Nobles for an elven day without charge
  
• with the consent of the Emperor.The High Sheriff has the right and power to give the title of Sheriff to a man of Noble or Gentry Class to help enforce law in the Duchies of the Holy Oren Empire
  
• .The High Sheriff has the right and power to Annually appointment of undersheriffs to act as deputies.
  
• The Duty to maintain Law and Order in the Empire, in a manner consistent with the Emperor’s Peace.
  
• The High Sheriff has the right and power to use local Knight and Bannermen forces to assist him in any of his missions.
  
• The High Sheriff has the right and power to act over as a judge during a trial.
  
• The High Sheriff has the right and power to stay the execution of a prisoner and find a more suitable punishment.
  
• The High Sheriff has the right and power to seize property such as houses and shops within the crownlands.
  
• The High Sheriff has the right and power to proclaim the accession of a new sovereign.
  
• The High Sheriff has the right and power and could raise the ‘hue and cry’ in pursuit of felons within the Empire Sheriff’s have the power to do the same but only in there Duchy's.
  
• The High Sheriff has the right and power to place bounties on criminals across the empire.
  
• The High Sheriff has the right and power to place judgement upon violators of the Emperor’s Peace.
  
• The High Sheriff has the right and power to take part in the meetings of the Privy Council
  

Section II

The Privy Council

The Holder of the title High Sheriff of of Oren shall have the right to participate in meetings of the Privy Council, and shall be considered a Privy Councilor of the Holy Empire. In addition, the High Sheriff shall advise the Holy Emperor and his designated subordinates in all matters which concern his duties.

Alexander peers over at a bulletin board in Arethor, he squints to make out the title "High Sheriff". His brow furrows, and begins to walk closer to read it. He scans the edict and his eyes widen and a grin appears on his face.

"Ser Ishikawa, hah! Marvelous!", he thinks to himself as he reads his name.
