Book I: Laws of Kaedrin


Article one-- Laws on Hunting


    Subsection One-- Whaling

    • The poaching of whales is hereby forbidden.

    • The  distribution of unlicensed whale is hereby forbidden.

    • The purchase of unlicensed whale is hereby forbidden.

    • All whalers will apply for a permit from the state

    • All whaling ships must be registered with the Lord Admiral.

    • Whale can only be sold by licensed vendors.

    • Whale can only be sold in licensed stores.

    • Whale fat may only be made into candles.

    • Whale Oil must be used for lantern fuel.

    • All of the whale must be used as produce.

    • Whale may not be discarded.

   

    Subsection Two-- Fishing

    • Only a hook size of one and two is allowed.

    • Anchor buoys must be used at all times.

    • Anadromous fish must be tossed back when in breeding season.

    • Anglers must be licensed to fish.

    • Only certified fish may be caught and kept.

    • Only licensed fish mongers may purchase and sell fish for profit.

    • Fishing rods may only be made of local , non-druidic, Kaedreni lumber.

    • The bag limit for all anglers is two standard bucketfuls.

    • Fish may not be angled from affluents.

    • Fly fishing is hereby forbidden.

    • Fishing vessels must be made of Kaedreni lumber.


    Subsection Three-- Game

    • One third of all game  hunted must  go to the kingdom.

    • If it bleats it shall not be killed.

    • All  bows for hunting must be of Kaedreni wood.

    • You must purchase a hunting license.

    • Only arthropods and avians may be hunted.

    • Birds of Prey may not be killed

    • Crows and Ravens may not be killed.

    • Only free range game may be hunted.

    • Trophy game may not be killed.

    • Hunting anything  with scales is hereby forbidden.


Subsection Four-- Monsters

    • Licenses are needed for any man to track, hunt, and kill Monsters.

    • Only the licensed may harvest and sell parts of Monsters.

    • Only the licensed may own parts of Monsters for their own collection.

    • Monsters must be recorded and studied extensively.

    • Hunts must be premeditated.

    • Any animal or human grotesquely deviating from the normal shape, behavior, or character, or ugly enough to frighten others, is a monster.

    • Sentient monsters(Ex: Trolls) are first required to be reasoned with, and then determined by the hunter if the monster is deserving of death.

    • The licensed are to contact the Marked Men's office if a hunt has failed.

    • Any attacks are to be reported to the local nobility.

    • Rogue licensed will be treated as monsters.

    • The hunter is to be payed, and provide the head of the monster as evidence of his deed.

    • Witch type monsters should be left to the Marked Men to deal with.


Article two-- Doctrines on Orthodoxy

   

    Subsection One-- Lucienism

    • All citizens and subjects of Kaedrin must be devout of faith and follow Lucienism.

    • Clergy of the Kingdom must possess both a writ granted by the Lord Archbishop and an official document declaring them of Oren’s recognized clergy.

    • As part of the Lucienist doctrine, all clergy must  recognize Saint Owyn as the Patron Saint of Kaedrin, and include him in their weekly sermons.


   

Subsection Two-- Dogma

    • All subjects of Kaedrin must attend church once every Elven week.

    • All subjects of Kaedrin must perform devotions once every fortnight.

    • All subjects of Kaedrin must pray enough to fulfill religious piety.

    • No holy man may be harmed in any shape or form.

    • Members of clergy have the power to declare any man a heretic.

    • A Holy Book must be present in every home comprised of a family of three or more.

    • Any man of pure ebony or blue skin is of sinful nature.

    • Any person that exhibits anthropomorphic behaviour is to be considered a heretic.

    • Intercourse involving three or more people is forbidden.

    • A woman, unless in a brothel, may not offer her body for monetary compensation.

    • Sexual intercourse with a person of the same gender is strictly forbidden.

    • Sexual intercourse with a boy or girl under the age of 12 and half years is forbidden.

    • Sodomy in any fashion is strictly forbidden.

    • Only Kaedreni weapons may be used in combat. All others shall be confiscated.

    • All Kaedrin officials must be greeted with respect.

    • The defilement of any Lucienist or Kaedreni symbol is strictly forbidden.

    • The worship of false gods is strictly forbidden.

    • The ownership of false pagan idols is strictly forbidden.

    • The worship of multiple, polytheistic gods or anything contradictory to the monotheistic dogma is strictly forbidden.

    • No man may speak ill of the King of Kaedrin, Toveah Goldman, or of any member of the Privy Council.

    • No man may attempt to besmirch the name of the Kaedreni King or that which the Kaedreni King holds dear.

    • If a man is arrested, anything on his person may be confiscated.

    • If a man’s pet or otherwise creaturely property is to **** upon  another man’s property, desecrate any land, or otherwise prove a liability, that creature is subject to removal and the owner will be fined.

    • No citizen of Kaedrin may behave in a derelict fashion.

    • All gates must be closed after the sun has set.


    Subsection Three-- Property

    • No man may sell land but the Kaedreni King and Lord Steward. The Lord Chancellor may sell land if no others are available to do so.

    • If a man is granted land he may only sell the right to use the land.

    • Land can only be built upon or altered by consent of the Kaedreni King, Lord Steward, Lord Chancellor or the Kaedreni Privy Council.

    • Landed nobility titles and other such feudatories cannot be given away or sold, only inherited in accordance with a system of agnatic primogeniture. Women can never inherit landed titles.

    • No villages may be built upon by any Duke or lower.

    • All estates must have a charter signed by the Lord Steward.

    • All communities(villages, towns, etc.) must have a charter signed by the Lord Steward.

    • Any man granted land owns the right to the land from the heavens to the bowels of the realm.

    • A purchased good is considered the consumer’s property.

    • No human within Kaedrin, be in bondage or not, may be considered property.

    • No Orc or Cat may own land in the Kingdom of Kaedrin.

    • Those found in violation of Crimes against Man (Article Three) will lose all rights to their property.

    • Once the land of Kaedrin is divided, a church must be built on each partition post haste.

    • Only humans may posses feudatories.


Subsection Four-- Human Legality

      • A legal human is predominantly human blooded.

      • To
        be considered a human you must possess hair of a natural color, at most
        2 arms and 2 legs, 5 fingers upon each hand and 5 toes on each foot, 2
        eyes possessing the same color of a natural variety.

      • The maximum nonhuman blood a legally constituted human may have is ¼ .Any more than that and human status is invalid.

      • Nonhumans cannot hold landed titles of the nobility, however they can hold reeve  and other burgher titles.

      • To be considered a human you must be born within Oren.

      • To be considered a human you must be an Orenian Citizen.

      • Dwarven, Orcish, and Elven blood must be so diluted it is nearly unnoticeable.

      • The laws of a natural human, born within Oren, apply henceforth of the publication of this document.


Subsection Five-- Foreign and Rebellion Clause

    • And be it further enacted, That it shall be lawful for the King of  Kaedrin, whenever he may deem it necessary, for the public safety, to order to be removed out of the territory thereof, any alien who mayor shall be in prison in pursuance of this act; and to cause to be arrested and sent out of Kaedrin such of those aliens as shall have been ordered to depart therefrom and shall not have obtained a license as aforesaid, in all cases where, in the opinion of the King, the public safety requires a speedy removal. And if any alien so removed or sent out of the United Slates by the King shall voluntarily return thereto, unless by permission of the King of  Kaedrin, such alien on conviction thereof, shall be imprisoned so long as, in the opinion of the King, the public safety may require.

    • And be it further enacted, That it shall be lawful for any alien who may be ordered to be removed from Kaedrin, by virtue of this act, to take with him such part of his goods, chattels, or other property, as he may find convenient; and all property left in Kaedrin by any alien, who may be removed, as aforesaid, shall be, and remain subject to his order and disposal, in the same manner as if this act had not been passed.

    • And be it further enacted, That the circuit and district courts of Kaedrin, shall respectively have cognizance of all crimes and offences against this act. And all marshals and other officers of Kaedrin are required to execute all precepts and orders of the King of  Kaedrin issued in pursuance or by virtue of this act.

    • And be it further enacted, That every master or commander of any ship or vessel which shall come into any port of Kaedrin after the first day of July next, shall immediately on his arrival make report in writing to the collector or other chief officer of the customs of such port, of all aliens, if any, on board his vessel, specifying their names, age, the place of nativity, the country from which they shall have come, the nation to which they belong and owe allegiance, their occupation and a description of their persons, as far as he shall be informed thereof, and on failure, every such master and commander shall forfeit and pay three hundred dollars, for the payment whereof on default of such master or commander, such vessel shall also be holden, and may by such collector or other officer of the customs be detained. And it shall be the duty of such collector or other officer of the customs, forthwith to transmit to the office of the department of state true  copies of all such returns.

    • In the event of a rebellion the King of Kaedrin withholds the power to suppress and eliminate the rebellion with extreme prejudice.


Article Three-- Crimes against man

   

    Subsection One--Larceny and Arson

    • Larceny is the  wrongful taking and carrying away of the personal goods of another from his or her possession with intent to convert them to the taker's own use.

    • Arson is the burning of another's house or property, or in some statutes, the burning of one's own house or property, as to collect insurance.

    • If a sconce is lit and the sconce causes a fire to spread and there in turn burns the property of another, the man who lit the sconce and all associated with him have committed arson.

    • If a man takes another’s property by force, with land exempt, he has committed Larceny.

    • If a mage uses magic and wrongfully burn anothers property, he has committed Arson.

    • If one has taken the personal property of another, they have committed Larceny, unless given consent by the Owner.

    • Larceny is categorized under anything which has economic value, though anything that has none, such as garbage does not fall under the title of Larceny.

    • The crime of Petit Larceny is when one takes the property of another, that has economic value totalling under Five-Hundred Mina, or Four-Hundred Ninety-Nine  Mina or less.

    • The crime of Grand Larceny is when one takes the property of another, that has considerable economic value, totalling at least Five-Hundred Mina, and also categorizes under any item which is considered part of the Military War Effort, such as armor and weapons, in which case it is automatically considered Treason.

    • The value of the stolen property is decided by the price of the items at the time of the crime, if the price can not be found, the price it would take to reimburse the items will be the value in its stead.

    • The amount of items stolen by the individual adds up as the individual commits the crime, such as if the thief steals one item, then another, the value of those items adds up, if the value of the items reaches Five-Hundred Mina, his crime will be considered Grand Larceny, and if
      the value reaches One-Thousand Mina, he will be  considered under Book Two:  Subsection One:  Paragraph Four.


Subsection Two-- Murder

    • Murder is the unlawful killing, with malice aforethought, of another human.

    • Murder in trial is classified by degrees. If a man can prove he did not have the intent of murder then the man has in fact not committed murder, but rather homicide.

    • If a man kills his father with malicious intent it is called patricide.

    • Patricide is a heinous crime, and any man that kills his father is at the mercy of the creator.

    • Murder is based on degrees much like Larceny is. First degree murder is the planned killing of another with malicious intent.

    • Second degree murder is the malicious killing of another, however the killing was not premeditated.

    • Third degree murder is the killing of another without being premeditated nor malicious.


Subsection Three-- Treason

    • Treason is the crime that covers some of the more extreme acts against one's sovereign or nation.

    • The crime of Desertion will be counted as Treason, such as if a member of the Kaedreni Military deserts his post, he will be tried with Treason.

    • Refusing the orders of a higher up will be counted under Treason.

    • An act of war against the Kingdom of Kaedrin, made within its border by a citizen or alien to the nation will be considered under Treason.


Subsection Four-- Elasticity of Laws

    • If a crime is committed that is not listed under Doctrines, the Lord Justiciar has the power to declare it deplorable and amend the laws.

    • Anything found deplorable in court may be punishable. 

 

 

 

Book II: Kaedreni Castigations


Article one-- Castigations

   

    Subsection One-- Specific Castigations

    • If a man is found guilty for anything the Church  finds to be a capital vice, his own crime shall be his undoing.

    • If a man is found guilty of Arson, all his property will be burnt and he will be burned at the stake.

    • If a man is found guilty of Larceny he will lose a member of his body according to the degree of the crime.

    • If the net worth of the crime is double the worth of Grand Larceny, a man will be hung from a noose, a bag filled with what he stole will be raise
      him from the ground until he dies from suffocation.

    • A man found guilty of Grand Larceny will lose the limb he used to steal, and then removed a foot.

    • A man found guilty of Petit Larceny will be removed a hand.

    • A man found to be guilty of murder will be publicly stoned.

    • Any man found guilty of parricide will  be hung from the gallows.

    • Any man found guilty of regicide will be dragged across the Kingdom by a surrey until their untimely death.

    • Any man found guilty of sodomy will be impaled through their bowels.

    • Heretics are to be dealt with by the Church's decree.


Subsection Two-- General Castigations

    • The castigation for a broken law will depend on the severity of the crime.

    • Any crime committed with the full intents and purposes of malice is to be heinous and  and the accused put to death.

    • Castigations can be assigned based on the degree of the crime broken.

 

 

 

Book III: Legislation


Article One-- Trials


    Subsection One-- Verdicts

    • A man is found innocent if enough evidence proves they are not guilty.

    • When a man is sent to trial he has the option of Trial by Combat, or Trial by Judge.

    • No juries exist in the Kingdom of Kaedrin.

    • Witnesses may speak for or against the accused/ accuser.

    • If a man is found to have maliciously wronged another man with all intents and purposes he is forthright guilty.

    • The Lord Justiciar acts as the Chief Judge, presiding over all trials.

    • If the Lord Justiciar may not attend, select members of the Privy Council may act as Judge.

    • On occasion a man can be chosen to act as Judge if no member of the Privy Council is available.

    • If a man is found guilty all his rights are stripped and can only be returned by the Lord Justiciar of Kaedrin.

    • Peasants do not have the right to trial., but may be given one.

    • Nobility may request a trial by judge or by combat. If the Noble succeeds in a trial by combat, the severity of the potential sentence will be lessened. Regardless, a trial will still ensue.

    • All trials are to be held at all deliberate speed.

    • If lower nobility is questioned or found to be suspicious all their rights are null and void until an investigation has been concluded.

    • Trials by Combat are judged by the Creator himself, and the accuser and accused may declare someone their champion.

    • Only the Lord Justiciar may declare a man suspicious.

    • The Lord Justiciar and King of Kaedrin may grant pardons.
