The Silver-Emerald Covenant

The two nations of the Elves of western Anthos acknowledge and accept that ultimately the fates of their people are intertwined. This being a result of both proximity and shared values between the denizens of Haelun'or and of Malinor. Therefore the Mali'aheral and Mali of the collective Mali'nor within Anthos have devised the following Covenant in order to further their own respective people and promote a prosperous relationship between the two nations.

 

• So let it be established, that the Silver-Emerald Covenant shall be set forth between the nations of Malinor and Haelun’or; and the citizens of Malinor and Haelun'or; and between the countries, islands, cities and towns, that situate under the jurisdiction of Malinor and Haelun'or, and the people and inhabitants of every degree, without exception of persons or places; and the terms hereinafter mentioned shall be perpetual between Malinor and Haelun'or.
• So let it be established, that the borders of Malinor and Haelun’or are recognized by the two nations. Each nation retains the right to alter or construct on the landscape under their dominion as they see fit.
• So let it be established, that citizens of Haelun’or who step foot within the Malinor shall be subject to and protected by the law of Malinor so long as they are within its borders; and also may be subject to the deliberations of the High Council should transgressions occur.
• So let it be established, that citizens of Malinor who step foot within the Haelun'or shall be subject to and protected by the law of Haelun'or so long as they are within its borders; and also may be subject to the deliberations of the Silver Council should transgressions occur.
• So let it be established, that Malinor and Haelun’or shall cooperate in the apprehending and sentencing of wanted criminals and violators of the Silver-Emerald Covenant. Any citizen that acts independently of the respective governments of each nation--in bringing violence, destruction, or chaos unto the other--shall be tried with political espionage and seen as attempting to damage Haelun’or-Malinor relations. The trial shall be subject to the laws of whichever nation in which the offense occurred. Whichever nation in which the offense did not occur may send one or more representatives to spectate the trial.
• So let it be established, that the policing forces of each nation shall only enforce their laws within their own borders. Should a fugitive, criminal, or other type of lawbreaker escape from one nation to the other, the policing force of that nation must expediently extradite said criminal to the nation in which the offender committed an offense. Malinor's High Council and Haelun'or's Silver Council, however, retains the right to provide asylum should they see fit.
• So let it be established, if a threat comes to either Malinor or Haelun'or from the North, that the nations of Malinor and Haelun’or shall make defending their respective nations a common cause and aid each other mutually with their good offices, their counsels and their forces, according to the exigency of circumstances, as becomes good and faithful allies.
• So let it be established, that future conflicts between the two signing nations shall be resolved as peacefully as possible.
   

These points are to be assented to by the nations of Malinor and Haelun'or. If a peaceful resolution to a conflict of one of these points is not possible, then this Covenant is to be dissolved. In addition, successors to the High Council and Silver Council may also annul this Covenant should they desire to do so.
