War Against Orcs

As I have been helping, with my small group, the Salvians during the war with the orcs, I have heard on multiple occasions that no VA is required if you were to raid the trog or salvus. Aron has said this is true and I believe a cardinel member asked as well.

 

So this is my question to confirm whether it is true or false: Can people in this current war with the orcs raid without a VA? Specifically on the Trog and the now conquered salvus city?

Unless i've been told wrong, all members in a raid group need the VA's necessary for the villainy/actions the commit.

I believe that if your leaders have set rules with the orcs and both sides agree that is correct

 

Edit: Thats what we had during the Oren VS Dwarven war and it worked out fine for both sides and in fact provided more fun and opportunity then before.

Some nation leaders set up their own war rules and agree to them, like in the oren vs Dwarf war.
