A Contract of Formalised Friendship Issued at Year 190 of the Second Age Though a testament to the strength of the bonds between our Domains is found in the fact that they have persisted past the dissolution of formal alliance, it has come time that a new treaty be agreed upon to reinforce these bonds.   11. Hello, as ive accidently made it my job to be annoying about this thing in particular, here I am to do that. Could you elaborate on th reason halflings aren't permitted to have this CA? Last month i spent a while making sure that halflings are consistently treated in lore as either in the 'mixed descendant' group with hybrids, adunians ect, or 'non descendant' group with hou zi, musin ect. Rulings generally treated halflings (and all lore apart from Corcitura, which was then ammended) as in the 'mixed descendant' group, so that's the current consistent stance among server lore. (Did try to make that clear in the core lore, but we can't ammend that i learned) So if the reason for halflings not being able to be cursed w/ lycanthropy is that there's no source in the Core Race Lore that they are related to descendants, I think perhaps it should follow the route of all other CAs/Feats of treating halflings as unofficially-officialy mixed-descendants. if there's another reason for them being unable to be cursed (which is entirely viable) I think that should be elaborated on though. Otherwise: fuccckckc yeah werewolflflfs. This concludes my yappery.

Citizen’s healthcare (the at-home, day to day medical treatment of varied small maladies by untrained persons) is a vastly undervalued subject, with the scarce amount of medical training available aimed at only prospective career medics. These lectures serve to fill this void of knowledge. Aimed at any and all un-educated, non medically versed citizens or visitors to the locations noted below, these lectures aim to serve as a basic overview on caring for one’s own health, including hygiene, illness, care of wounds at home, and a short introduction to the handling of emergency medical situations. This is required knowledge of any medical practitioner, so any would-be medics are encouraged to attend. However, this knowledge is also vital to any person who does not enjoy contracting a septic infection and perishing at thirty-seven. Literacy is not a required skill for attending these lectures, and only basic logic abilities. No medical knowledge whatsoever is required for attendance. There is no charge for attendance. Lectures will take place at the following locations and times: Head medics and government officials of any location not mentioned on this list may contact Dr H. Marrow to organise a lecture, provided a suitable space exists. No charge is asked for the arrangement of a lecture.   17. Definitely would be usefull given we're down a malflame treating method. Th idea of a painkiller for soul-pain is a good take on that too! Howeverv-- bit of a note about the affect on dark CAs. Since malflame affects the soul, and this is meant to treat that soul damage, would it then make sense to specify it causes pain to a corrupted/modified soul? And that things w/o a soul see no effect (because there's nothing for the potion to act on). Something 2 consider maybe?? Not entirely sure.

Census of Medical Professionals in Lurin Issued at Year 183 of the Second Age It is here that I announce the retirement of Orion Tsecsar as the head-medic of the Capital Hospital of Lurin, and his replacement in stead with I, Doctor H. Marrow. Upon coming into leadership of both the Capital City Hospital, and the medical office of Cerulia, it has come to my attention that there is no record of actively working medics within either clinic. All serving doctors, or trained medical professionals, within the country of Lurin, are asked to report to Doctor H. Marrow, in order to allow the creation of a record. For practiced or trained medical physicians, who are currently, previously, or are able to be, staffed at the Cerulian Clinic and Capital Hospital, I request that a letter or message is sent to Doctor H. Marrow. Those previously authorised by Orion Tsecsar, Mika Anarion, or other persons, in either clinic, will be added to an official register of medics and given access to supplies in both clinics. For those who have not previously worked at either location will be asked to undergo a short interview prior to this. Medical staff approved by Doctor H. Marrow, in both the Cerulian clinic and Capital Hospital, will be de-facto considered staff of both clinics unless otherwise specified. Medics are also encouraged to apply for positions within any vassal-state clinics of the Serene State, other than those organised by Doctor H. Marrow.   21. I do think they are excluded from Siliti for the reasons you described above, but siliti aren't playable right now so I'm not touching on them (and I don't think I'd be including them in this change anyway, because it's a Lore Based Exclusion, not an Inconsistency Based Exclusion)

This is for Corcs specifically, which DO allow mixed breed descendants From what I was told, halflings were exluded from corcs because there was no source in their lore which said halflings were related to descendants, just that they "probably" were. But other lore has assumed that the "probably" is enough to treat halflings as mixed breed descendants, so this clarification is for Consistency, as well as making that clear in the original lore!
