The Amiratus Rosemoor’s young attendant pointed a lone finger out along the outline of the peninsula, where dozens of the great gray beasts lounged in pools and inlets along the coast. As they’d submerge into the sea and propel up in graceful arcs, Elena let loose a fleeting smile, bittersweet toward her squire’s naivety.
Throughout her life, the Balianese Princess Elena Casimira had seen her father, the King Alexander, struggle against brutal raids on Atrus, her brother, King Adrian, mocked and derided by foes foreign for his Balianese pride and pedigree, and now, her niece, the reigning queen Sybille captured days after her coronation. As Amiratus, she never forgot each slight with time and time again, the same bands of brigands coming to infringe on her kingdom’s due majesty for little more than perceived slights long settled centuries ago.
But on this day in the hippo’s grazing season, an army of ten-thousand and a hundred lancers slithered from the pits of Veletz and their acrimonious allies, set to soil Balian with a slight so deep it could only be met with pitched battle. This was an attempt to slip a dagger into the Balianese nation and seize its capital. It could not go unanswered.
Balian’s worthy allies in the Covenant - the mighty dwarves of Urguan, storied Haeseni troopers, Petran infantrymen, Numendil riders, the resilient Hyspians, the fierce Aaunish cavalry and the fearsome warriors of Norland all stood to reinforce the interception of the enemy march, but this was no simple battle ahead of them, with the Veletzian coalition’s forces swelling to new heights after their prior victory.
The Amiratus reined in her horse and looked proudly at the Balianese army assembled in its rich red and royal purples. Commanding their host was the new Fleet Admiral Ruthern, backed by the veteran Admiral DeNurem, with dozens of battalions standing at the ready to meet the riding horde. She could spot them now, packs of Veletzians rushing down the mountains like some avalanche of steel and flesh.
With one sharp breath, clearing her mind before the Admirals and Covenant Generals rose the standard for battle, she thought last of the dishonor these armies brought to Balian by sacking Portoregno during its first queen’s coronation.
She remembered her Queen’s response - a vow to remain united in face of their terror, and a promise that their blood would mix with the fresh brine of Balian’s coast before Balian would ever be broken.
Hard words, strong words. The only sort of words that would make sense in the face of such adversity.
“Ai, ai, pecherocito. The hipopatam have come for a show. Let’s give it to them.” Elena, assured to her squire, as the vanguard of the Covenant army charged forward.
Three times, the Veletzians and their allies attempt to barrel in from the west, with Covenant armies crashing into them and pinning them fixed in place. With every push came a returning shove - every melee met with Covenant arms. Elena maintained her position along the left flank of the battlefield, fighting aside the troops to avoid a counter-flank and having a keen eye on the captains of the field in pitched battle.
Her heart soared seeing the grizzled DeNurem cut through an Uruk warband like a Sariant reborn, and Captain Banjo order the forces to crash again and again into their ranks. She saw Ser Garen, fearlessly charging into their lines and cutting down many foes, and marveled at the dwarven regent Sigrun Stonehammer, who rode with Dungrimm’s fury as he led the cavalry battalions.
By the third crash of armies, the Veletzians were forced to route - with their coalition banners trampled underfoot by roaring Covenant forces chasing down stragglers. But in some display of the land’s own will, Elena gaped as the hippos of Balian, which had first fled at the sight and sound of warhorns and stampede, now began to frenzy in the chaos. The colossal watchers of Balian’s waterways started to chase and maul the fleeing Veletz and Orc soldiers foolish enough to try and escape via the freshwaters.BATTLE OF HIPPO’S GORGE

The latent might of these hippos was now unleashed as they defended the lands alongside the Balianese that they lived aside. Elena watched with horror as she even saw one great corpulent hippo kicking along in the still waters of the stepstones, with a lifeless Stassion bannerman dragged by his great maw. However grotesque that sight was, she took some solace knowing that this was the fate of any who came to trample upon Balian’s shores.
As the soldiers of the Covenant rejoiced at their decisive victory, the Amiratus herself stood proud, doing her duty as penultimate force of her country - keeping the promise of her Queen, that Balian would not yield, and remain FOREVER GOLDEN.

She would find that amongst her extensive collection of autographs - those including the only autograph given from Captain Banjo himself - she had yet to collect one from Jerry. “No. . .no, this simply will not do.” And so the Princess set off from the capital in search of her newest prized autograph - in disguise of course.

I’d be tempted to join my fellow former Nevaehlan crew but I respect the wishes of the creators of the realm and their wish that Nevaehlan be put away and for a new and unique culture to be created instead of reusing theirs. . .especially with all the historical inaccuracy within the app itself please at least give credit to the creators for all the hard work they’ve put in.

With the recent provocations of conflict within the Heartlands, it is the Crown's intention that the Royal Treasury be secured for an assurance of further impending conflicts. As the people of Balian are economically savvy and wealthy in their own rights, the Crown puts forth an effort to create a competition of patriotism amongst the citizenry. Within the main square of Portoregne, a shop has set up for the available purchase of WAR BONDS. Everyone is encouraged to participate as participation equals reward. The rules of the competition are as follows:
⊹ Once purchased, the bond slip must be kept in a safe location in order to be returned to the Royal Treasury at a later date for prize collection.
⊹ Proof of purchase must be sent to the Royal Treasury in order for the office to keep track of collectors purchases.
⊹ The three people who purchase the most bonds will each receive a great reward for their service to the Crown.
Nobility and commoners alike are all encouraged to participate and should keep in mind that active participation may result in possible honorary bestowments or promotions of one’s family. In times of conflict, it is imperative that the blessed people of Balian remain faithful to their GOD and the Crown as the Kingdom would be nothing without them. We must work together to take down our enemies as the followers of GOD took down the pretender Iblees.

With the position of the Royal Legate now in sede vacante, it is the will of the Crown to appoint a successor to the former holder of the position, Amiratus Elena Casimira. The Royal Legate, head of The Office of Foreign Affairs & Diplomatic Relations, is a position of high importance. To maintain the diplomatic relations of the Kingdom of Balian on the world stage is no small feat and will require someone with great determination and perseverance. The main duties of the Royal Legate will be to maintain alliances and trade agreements, meet often with diplomats of foreign nations and ensure that the office is cultivated to its fullest capabilities.
Should anyone be interested in filling this coveted position, the Crown encourages a letter be sent to the Royal Amiratus to schedule an interview. All who are interested are encouraged to reach out as there will be no discrimination between those of common or noble class, nor gender or experience.

It is no secret that the past administrations of the Balianese Duana have marveled the realm with their proficiency and respectability, each having their own unique focus and diversity of members which tirelessly worked to create the nation we now take the greatest pride in. With this new administration, now dubbed The Rosemoor Cabinet, it is imperative that we pay homage to the administrations of yore, and look back on our history with admiration and for inspiration. With that in mind, it is also of great importance that the new administration focuses on the future and implementing progress forward. The Kingdom of Balian is on a new horizon as we continue to prosper and thrive in these new lands of Aevos and with our new generation before us, it is without a doubt that new ideals and discoveries are soon to grace our lands and the Kingdom will welcome them with open arms and devolve further into success.
As stated previously, it is of high importance that we recognize those who have come before us and that is why I believe it is essential to recognize the importance of the Rosemoor name. Many years ago, before the fall of the Orenian Empire, countless men and women stood for a cause they deemed essential for the progress of society. It is because of these people and their tireless efforts to create a society of equals that the Kingdom of Balian has now witnessed the appointment of the first female Amiratus, leading the Royal Duana for many years to come. Equality will always be an essential focus of the Kingdom and will continue to be at the forefront of the great minds of the Balianese government.
With a new administration comes new ideas and ideologies which is a testament to the continuous growth and progress the Kingdom of Balian provides to the realm. The current administration has worked tirelessly to ensure the Kingdom is provided for and receives every right each citizen deserves and it is important to recognize these efforts and take pride in ourselves and our leaders in government. Moving forward, it is the intention of the new Amiratus that the pursuit of a a defined Balianese cultural identity be at the forefront of her efforts during her administration. Encouragement of scholarly pursuits will be essential for these developments and all citizens are encouraged to be involved and seek to establish their own vision of the Balianese and contribute to the foundations of Balianese culture and identity.
The Royal Duana is the administrative council of the Crown. Each member of the Duana - besides the Amiratus - heads a specific office within the government. The members of the Duana are also considered the closest advisors to the Crown.
Founded by King Alexander and his council, the Royal Duana is the petrine perversion of the eastern Diwan that was known to rule in states such as Ba’as. The Diwan and the Petrine council of the Holy Orenian Empire were considered one of the most advanced, efficient and effective systems of government known throughout the modern world. The Royal Duana is considered the spiritual successor to those great government systems.
The Royal Duana’s success in efficiently governing the Kingdom’s realm, established the council as the final institution of authority within Balian. Under the blessing of His Majesty King Adrian, the Royal Duana continues to govern Balian on behalf of the Crown.Like the Petrine governments of old, the body is made up of various secretaries that head government offices. However, the Duana itself maintains some cultural distinction by utilizing eastern titles such as Duana, Amiratus, Procurator, Legate, and more, along with adding a ministry devoted to maintaining positive relationships with the clergy.
THE AMIRATUS OF THE DUANA
The Seneschal of the Crown
Heading the Duana is Balian’s Amiratus, who serves as penultimate authority in the realm. They can appoint a Vice-Amiratus to serve as their deputy, and are in charge of staffing the Duana as well as leading the executive government of the country.
The title of Amiratus is notably found in the east, filling the role of Chancellor often found in the Wilvenland human kingdoms. However, it is also tied to the history of the Balthalites, or the people of Old Balian. The first recorded Amiratus in history was Edgar of Jrent, a priest who served as chief minister to the mythic hero Balthier, founder of Old Balian. Their legend can be found in the Second Tablet of the Lothar Stones.
The office of Amiratus is the most prestigious and influential political position in the Kingdom of Balian. They are responsible for the maintenance and governance of the realm, wielding penultimate authority and tasked with the preservation of the Balianese Crown, including in matters of succession. Colloquially, the Amiratus can be addressed as Chief Minister of Balian, and he or she also maintains the honorary title Seneschal of the Crown.
The current Amiratus is Princess Elena Casimira, who presides over the 1st Rosemoor Duana.
THE CONSTABLE
The Secretary of War
The Secretary of War, foremost among the officers, is responsible for the maintenance and command of the national army. They supervise all military personnel, auxiliaries, and mercenaries in the country. They also are tasked with protecting the lands from invasions, raids and rebellions in times of peace and war. They maintain the title of ‘Constable of the Crown’ in their styling from the old chamber.
The current Secretary of War is Dante DeNurem.

In my time I’ve been sent on missions all over Almaris to further the objectives of Balian, my most notable mission being involved in the assault on Vienne, in which alongside our former Comrades in Acre, we ended the reign of King Frederick of Oren.

THE ROYAL LEGATE
The Secretary of Diplomatic Affairs
The Secretary of Foreign Affairs is responsible for the world view of Balian as well as the pacts and treaties that the nation holds. It is their job to foster goodwill and relations with any other nation or settlement. They accomplish this namely by appointing ambassadors, organizing events, and attending diplomatic meetings. They maintain the title of ‘Legate of the Crown’ in their styling from the old chamber.

The Secretary of Justice
The Magister is the head of the Magisterium, the Balianese Judicial system. They shall organize the Lawyers - both prosecution and defense, Legal Scribes, and Investigators (or Qaestors) of the Magisterium of the Crown. They shall administer and help oversee any legal cases and investigations that may come up, oversee and judge trials, cooperate with and advise the other Chambers of the Duana on legal adjacent affairs, and advise the Crown on the appointment of judges and on legal matters.
The current Magister is Sir Robert Joseph de Lyons.
“From my youth in the Petran Civil War to today, I have sought to apply myself to ensure the greater stability of the realm and the victory of impartial and fair justice over the corruption and violence within the world. To ensure the circumstances that claimed my father’s life and drove me from my old home to my new one do not happen to another generation.
Through the office with which I was entrusted, I seek to foster vigilance against crime within our Kingdom, to assure it is tried and punished swiftly and properly when it occurs, with a firm but thoughtful hand. To amend the laws as needed, to take on and train Lawyers, Scribes, Investigators, and Wards, and to work with the Crown and Duana to foster cooperation between chambers and to ensure the law is considered in our governance. The Secretary of the Interior
The Secretary of Interior manages the various holdings of Balian. They are responsible for the Ecumene, or land survey of Balian, ensure that the land as a whole is held to royal architectural standards, and approve new constructions made by the private efforts of noble and commoners alike. They also control the immigration into Balian, and are expected to maintain an immigration office and organize events and programs to help recruit new subjects into the kingdom.
The current Secretary of the Interior is Casimir Vilac.
“I spent my childhood along the River Petra, planning and aiding my family in the development of its estate. As a refugee of sorts to the Kingdom of Balian, I understand the plights of new citizens and new families looking for a home. There is no greater calling than to serve others. The Office of the Interior is a service to the people of Balian and to Aevos, that no family shall wonder where they will next call home.” - Casimir Vilac, on his motivation for service.
The importance of the Office of the Interior cannot be understated. To many, the members of this office will be the first impression they have of the Kingdom of Balian. The Interior also provides for the citizens of Balian, allocating land as needed for those who have exemplary service to the Crown. There is always more work to be done.

The Secretary of Civil Affairs
The Secretary of Civil Affairs is tasked with the matters of government documentation. They take minutes of important meetings, organize the government press and the Royal Balianese Academy, push initiatives on government literacy and transparency, and maintain the census in order to administer effective elections. Their goal is chiefly in documenting and relying the efforts of the government outward, and ensuring that the Balianese are regarded as a literate and educated people. They maintain the title of ‘Censor of the Crown’ in their styling from the old chamber.
The current Secretary of Civil Affairs is Belyn Gris.

The Secretary of the Treasury
The Secretary of the Treasury is the chief financial minister, entrusted with all of Balian’s financial matters, procuring more money for the Kingdom and looking over any spending of the nation. They ensure any debts paid, taxes collected and that all ministries are funded accordingly, along with organizing civil servants known as clerks that help them in these endeavors. They maintain the title of ‘Procurator of the Crown’ in their styling from the old chamber.
The current Secretary of the Treasury is Sir Ephrem Kervallen.
“Sir Ephrem became Secretary of the Treasury after having served in some other ways for the Kingdom. His office is one of great importance, the one in charge of the economic well-being of the Kingdom and the proper taxating and use of said money. Sir Ephrem’s office is one of mixes, introducing new ways of generating income while established on the base built by the previous Procurator, the Kingdom is eager to flourish once more like a flower in Spring.”

The Agent-General of the Clergy is tasked with promoting religious and cultural institutions within the realm. They help ensure that the Kingdom of Balian acts with the interest of the state faith of Canonism, as well as maintaining relationships with the High Pontiff’s Curia. They also help build relations with religious minorities and religious communities within the realm, ensuring their rights are protected.

THE PRINCIPAL SECRETARY
The Principal Secretary is tasked with collecting intelligence and making internal reports within the Duana on potential improvements that may be made within the Kingdom of Balian.
Regarded often as the left-hand of the Duana, they follow up on particular departments for the Amiratus to ensure that the administrative offices are hard at work and initiatives are being adjusted and met. They also drive innovation within the kingdom by brainstorming new and novel ideas across departments, and hold the responsibility of declassifying government documents for public consumption.
The current Principal Secretary is Sarson Halgrim.

The Palatiodora of the Palatio Arancione holds a prestigious and vital role within the Andromedan Court and the Council of Monterosa. As the Palatiodora, they assume the highest authority over all matters pertaining to the court's operations, from organizing grand revelries and overseeing publications to meticulously upholding the Court's esteemed public image. This distinguished position is one that can only be appointed or removed by the Sovereign or Consort, and their loyalty and service are unwaveringly pledged to the Crown alone. In this capacity, the Palatiodora stands as a bastion of tradition, grace, and decorum, ensuring that the Andromedan Court remains a beacon of sophistication and cultural excellence within the realm.

As years seem to pass and seasons come and go, the ages of our beloved children fly by in a blink should one not pay close enough attention. A joyous time has been the childhood years of the enchanting Caelia Elizabeth de Lyons. With her tenth nameday encroaching upon the calendar, it is the intention of the Baron and Baroness of Enderoca to host a celebration for Dona Caelia Elizabeth, a party fit for the Faerie Queen herself. It saddens me to hear of your troubles and experience within the Kingdom of Balian. Of course it was no one’s intention that you were disrespected in such a way, although as you stated, it was the acts of the bandits against you who harmed you. The Kingdom of Balian is a proud and honourable nation with citizens who personify those characteristics well. These same men and women today gave their bodies and souls to protect the walls and citizens of Portoregne against these filthy mercenaries. That being said, is it not an insult to insinuate that the attack upon the Kingdom was at the fault of Balian? I must admit I am confused by your letter calling for a change when it was the bandits who harmed you, not the valiant men and women who fought for their nation.
This all being said, The Kingdom of Balian will not abide by false narratives of “defilement” and “perversion”, as the only way to feel and resonate with those adjectives is to let ourselves do such. Instead, Balian will stand true to its values and continue fight for the people and work hard to keep them safe and ensure that our love does not waver for our country. The choice to move to our beloved city is entirely up to you, although I do hope that should you decide to reside within our walls, you take a moment or two to look around and witness the beautiful and strong community we find amongst each other.
