      Many things are taken into account when applying for various positions. If people comment your app with detailed explanations of why they think you're a good canidate, then it will be taken into-account. You'd have to be inhuman to not consider the opinions of others - but like I said, that is just one small bit of standing out in an application ~

      Probably not. Events have been going on for ages without GMs. Even proposals are just to make it official and to get GMs help with it.

      You do not. Most of the time, you don't need an event proposal. A simple modreq will usually do.
