I think a quirky character would be an Orc born outside of the War Uzg who had a love of cutting hair. He would be short for an Orc, only 7 feet or so, and he would have a red tangle of hair on his head. He would dress in extravagant, over the top clothes and would speak with a funny accent because of his tusks.
