  Isn't Clerical magic not even actually guild-locked? Also, magic users who deviate from the guilds shouldn't be barred OOC'ly, they should be dealt with IC'ly. Hunting down evil clerics and people who use druid-type magic yet aren't attuned by the order would create a lot more cool RP than barring them and hoarding the magic within the guild ever will.
