I'm going to tell story about elections and why theyre rigged

By whose authority?

The best part of a new map is that first couple of days where there is about a half a dozen settlements/hubs where there is guaranteed players and RP. After that there is massive proliferation of new places that soon become abandoned. Honestly it would be better if there were no freebuilds or charters, essentially no new settlements after the map is released. Obviously this would never happen because players are so accustomed to the fact that they should be able to build new settlements whenever they feel. Even if a charter system is implemented, by this time next year, we will have EXACTLY the same problem of RP being spread out and too many settlements. Because the guidelines are never strict enough to prevent this from happening. So yeah, because of the culture of Lotc, i reckon that we are doomed to constantly have this problem of there being too many settlements.
