Government Positions

 

Upper Levels of Government

 

Maheral

The translation of this title is: The completion of wisdom.

Our tradition is the most precious safeguard of the mali’aheral.  Within the figure of the Maheral, our history is preserved.  This is not an elected position.  The Maheral is not a politician, but a symbol.  We will follow his leadership at all times, and trust in his wisdom, for he holds in his hand the context of tradition itself.

 

The Maheral is a mediator, and known to be only be one of heightened wisdom. This one is a chronicler of our people, and the physical embodiment of all that is mali'aheral.  He is the only one worthy of being called "Malaurir," and citizens are encouraged to refer to him as such.

 

Duties of the Maheral:

Delineated and decided by the former Sohaer who holds the position until the current Sohaer is to retire.

 

Esteemed Positions of the Blessed Triumvirate

Under the Triumvirate system, there must always be three tribunes.  Below are listed the duties and designations of the tribunes.

 

Sohaer

Head of the City, both as a representative of the people, and an outright physical symbol of mali'aheral authority.  Where our Maheral will stand for custom and tradition, the Sohaer shall be the embodiment of governance.  With the outright advantage of power, the Sohaer bears great responsibility.  He or she bears the weight of order, and the one elected to this position must possess the strength to protect the city above all else.  For he or she will be the first pair of hands always, to uphold Her. Due to their great responsibility, citizens are encouraged to refer to the Sohaer as “Laurir.”

 

Duties of the Sohaer

 

1.) Consultation.  While the Sohaer presides as the head of state, he or she is obliged to seek the advice of fellow authorities.  The two underlings who share seats of power should be sought out before large decisions are made, to better inform the wisdom of the Sohaer himself/herself.

2.) Status.  The Sohaer claims the right to differentiate between times of war and times of peace.  Without a stated declaration from the Sohaer, the City cannot engage in national conflict.

3.) Diplomacy.  The friendships of our Nation are tied directly to Her fate.  Thus, in the Sohaer rests the ability to choose our state’s official allies and enemies.  No tie between our nation and another can be made without the approval of the Sohaer. Also, the Sohaer conducts visits from emissaries and representatives from alien nations.  All inquiries on the national level by diplomatic meeting are to be attended by the Sohaer.

4.) Guidance.  Referendums must be signed into the law by the Sohaer.  Ratification of law is vested in the signatory of this position.

5.) Teaching The Sohaer must be knowledgeable about all matters of the City and mali’aheral culture.  More importantly, however, he or she must teach these things to all who inquire it, so as to enhance the Blessed City’s wealth and blessing in knowledge.

6.) Service.  The Sohaer must be at the service of the city, with no task for the betterment of all below himself/herself.  The Sohaer shall perform any task for the advancement and health of the mali’aheral beneath his or her power.

7.) Example.  More than anything, the Sohaer shall represent the best aspects of all mali’aheral and serve as a role-model for all. With exceptional purity, and exceptional citizenship, the Sohaer must demonstrate for each citizen the pinnacle of mali’aheral expectation for behaviour.

 

Medi’iran (First and Second)

Two officials shall be elected by the mali’aheral to serve as the Sohaer’s executive cabinet.  The Underlings shall operate as advisory and secondary authorities beneath the Sohaer, and shall perform his or her duties, should he/she be unable.

 

Therefore, all duties of the Sohaer are the inherited property of the Medi’iran in circumstances of emergency or absence.  Below are the designated duties of the Medi’iran, which must be performed whilst an active Sohaer is in power. Due to their great responsibility, citizens are encouraged to refer to them as “laurir.”

 

Duties of the Medi’iran

 

1.) Maintenance.  The library and all responsibilities of its upkeep are the imperatives of the Medi’iran.

2.) Infrastructure.  The appointment of Tilruiran to position and assignment of duties to these Tilruiran is also the responsibility of a Medi’ir.

3.) Counsel.  It is the job of the Medi’ir to provide counsel to the Sohaer in order to better inform decision making.  Therefore, Medi’ir must be well informed of all matters involving the City, both in domestic and foreign matters.

4.) Aiding and abetting.  The Medi’ir must provide aid to the Sohaer in all ways possible to help him/her perform his/her duty.

5.) Economy.  Management of trade and designation of trading partners of the state are responsibility of the Medi’iran.

6.) Service.  The Medi’iran must be at the service of the city, with no task for the betterment of all below himself/herself.  The Medi’iran shall perform any task for the advancement and health of the mali’aheral beneath his or her power.

7.) Example.  More than anything, the Medi’iran shall represent the best aspects of all mali’aheral and serve as a role-models for all. With exceptional purity, and exceptional citizenship, the Medi’iran must demonstrate for each citizen the pinnacle of mali’aheral expectation for behaviour.

 

 

Lower Levels of Government

 

Tilruiran

Literal "servants" to the city, those who are of non-mali'aheral blood or "accepted outsiders" may also become servants, should the citizenry be willing to accept them as such.

 

Tilruiran have only the authority afforded to them by the Medi’iran. Their authority is always superseded by the Sohaer or Medi’iran, should those parties deem it appropriate.

 

The Tilruiran are given designated authority by the Medi’iran to manage a certain aspect of City infrastructure.  This authority extends only into the specific tasks/area of task they are given.

Tilruiran may also have tertiary authority in regards to diplomacy, but only in dire straights.

 

It is important to note that for all mali’aheral serving government positions:

Should your come under scrutiny, you can be tried in a tribunal--and should you be found guilty, immediately removed from power.

 

Election Processes for the Triumvirate (Primary)

 

There must always be three tribunes: the Sohaer, and Medi’iran.

 

In the event where there is an open spot for a new tribune to be elected, those who wish to lead must declare themselves a contender on an official voting referendum. Having them openly declare themselves a candidate is to safeguard against demagogic manipulation--all intentions must be known, and furthermore, it must be the whole-hearted intention of a candidate to hold a position.  Such positions are more than duty bound, but require personal dedication to the City and all mali’aheral within it.  As such, no candidate can be foisted or maneuvered into these positions without express personal desire.

 

During times of election, each citizen will right for vote a candidate into a position he or she (the voter), thinks would be best suited.

 

In the event that more than a single seat is up for election, then citizens shall make explicit which candidate they desire to nominate to which position.

All citizens must vote for a candidate in each contested seat during an election. Should they choose not to vote a candidate for a contested seat, all their votes will be discounted.
 

Requirements for Running for Election

 

1.) Citation of Worthiness.

 

Mali’aheral seeking a Triumvirate position must cite and submit to the public.

 

When campaigning for a position, a candidate must create a platform. The platform must be explicitly stated for education purposes of the voters. A platform shall consist of the policies and positions the candidate intends to support if elected, as well as give their credentials for being appointed to authority.

 

2.) Previous Lack of Engagement.

 

Those who are already in a position of authority outside the Triumvirate, such as the Okarir'tir or Tilruiran, may not be elected while in this position. This is to further safeguard against corruption and political usurpation from citizens with multiple areas of influence.

 

3.) Outstanding Record.

 

No impure mali’aheral may seek upper government positions.  Excellent citizenship is required; no exceptions.  Let it be known that if proper processes for resolving an impure charge have been taken, a mali’aheral may assume a clean record.

 

Challenging a Tribune (Secondary)

 

A tribune who fails to gain public approval may be removed via referendum and debate.

 

Process for Removing Unfit Tribunes:

The challenger must publicly declare a motion to remove a tribune and replace him/her in the Triumvirate.

 

The tribune must either accept or reject this motion.  

 

If the motion is accepted, the tribune immediately resigns and is effectively removed from power.  In this case, new elections will be held to refill the position.

 

If it is rejected, the challenger must defend their objection by engaging in formal public debate with the tribune. If the challenger can win this debate (by referendum judgement), he/she will replace the tribune on the Triumvirate.

 

All citizens are duty-bound to observe, and listen to the debates.

 

After a debate, citizens will vote to uphold or dismiss the motion. During the debate, citizens are encouraged to pose questions towards the two contenders. After the affair is complete, and the citizenry have no other questions to pose, they are then obliged to vote between the two.

 

Voting for a challenger/incumbent

 

All citizens have the right to select one of three votes:

 

1) Pro-challenger.

2) Pro-incumbent.

3) Abstain.

 

 

Simply, the one with most support is considered to be the victor. However, if the majority of citizenry have chosen to abstain, then it can be concluded that the citizenry has no confidence in either candidate. Should this be so, then an open election of the tribune may commence with any citizens putting themselves up for election in the primary manner.

The venerated society of the mali’aheral will not tolerate those who cannot abide by the simplest of civilised behaviours. For those who are incapable of deducing such things (or philosophers who tend to debate the existential qualities of “laws” and the purposelessness of attempting to order a world that is fundamentally chaotic, or perhaps something equally irritating) I shall write a guide of laws that should be, to most civilised beings, obvious.

Punishments regarding the breaking of the “Obvious Laws” will not require the election of parir’tir.

 
 

The Obvious Laws

 
 
-The blessed residents of mali’aheral land will not tolerate the ineffable natures of violent beasts. 

This extends into any and all acts of physical aggression upon another citizen of pure blood, or, in fact, any non-mali’aheral who are allowed within the territory. Violence is the tool of the worthless animals outside elven lands, and its evils should only be put into use by those who have sacrificed themselves for the good of the race--the Sillumiran. violence in the name of self-defence is obviously legal, should a citizen be in immediate danger.

-The blessed residents of mali’aheral land will not tolerate the loathsome fingers of uncontrolled greed.

Theft of any conceivable nature is frowned upon greatly by any and all who deem to perform it. There is no exception to this rule. A society that disregards the call of the petty coin has little patience for those whose greed is akin to the Bortu.

-The blessed residents of mali’aheral land will not tolerate the meanderings of unscrupulous and alien wanderers.

Those who are deemed unworthy will not be allowed entrance. Those who are allowed within will be on a very short leash. Should they irritate enough of the citizenry, foreign beings will be ejected--by force if necessary.

-The blessed residents of mali’aheral land will not tolerate the purity of their citizens purposely tarnished out of hedonistic glee.

Purity is not in the eyes of the beholder. It is in the venerated manners of our mali’thill ancestors where we find guidance in purity. It is not enough that one’s heart is pure--for only when one’s mind and blood remains unmuddied can true purity be gained.

-The blessed residents of mali’aheral land will not tolerate the disgraceful and irrational destruction of written thought.

Knowledge is of great value to the mali’aheral as it promotes the maehr’sae which is vital to the progress of our venerated people. The destruction of tomes of any value within the great library is to be treated as a crime akin to both violence, and theft.

-The blessed residents of mali’aheral land will not tolerate the presence of unscrupulous alien wanderers within the Eternal Library.

The knowledge held within the Eternal Library is not for the perusal of any of the lesser peoples upon a whim. Only those who are deemed worthy of it by the exaulted citizenry may be permitted into the library, and only on very select occasions are they to wander the great, expanding labyrinth. All found without proper cause to be within will be met with immediate ejection.

-The revered Okarir’tir will be the epitome of authority in matters pertaining the laws of the mali’aheral civilisation--for they are the guardians and keepers of the peace.

The words of the Okarir'tir shall follow and upkeep only the letter of the law--no more and no less. The Okarir'tir shall be chosen by referendum, and, should the citizenry be dissatisfied with their actions, can be removed by the same process.

-The revered Sillumiran have the right to uphold the ways of the mali’aheral people, and guard the culture of Larehei from those whom would disrupt it.

The sillumiran obey the orders of the Okarir’tir and will follow them to the letter. They are allowed, however, to perform any punishment they deem fit for breaking these listed offences, under the sole condition that the punishment they inflict does not conflict with any other current law, or the traditions of mali’aheral culture.

The Dichotomy of Lewdness

Crimes of lewdness are defined as such:

-Physical fraternization outside of marriage.
This despicable crime disrespects the very nature of the matrimonial union. Unmarried elves who physically fraternize disregard the purpose of intercourse, and cause unruly distraction, emotional disruption, and in the worst case scenario--consequences of bastardization, which is the most deplorable crime of all, considering it taints the reputation of an otherwise innocent mali’aheral child.

-Physical fraternization with a minor (a minor being any mali below the age of 50 years old).
Children are indeed the most precious safeguard of our illustrious city. Subjecting the emotionally immature mind to such matters is utterly unacceptable, and it disgusts this writer that it need even be listed. Let it be known that mali under the age of 50 are -unable- to give consent, as their uninformed opinions are too juvenile to be capable of discernment.

-Public fraternization of an intimate nature
A disrespect of peers and the City’s dignity itself, those who violate this covenant of Haelun’or’s sanctity deserve not to walk her halls.

-Fraternization of any intimate sort with impures, or other races
Preservation of life itself resides in the idea of purity. To lay waste to one’s untainted mali’aheral blood is a crime no less potent than murder of another citizen.

-Non-consensual physical fraternization
Larihei is blind to you, desecrators of this law. It is beyond reproach. The city shall expunge you as a sick stomach does its vile illness.

-Intimate fraternization of a homosexual nature
All who express intimacy in a public or private with a member of the same gender should be treated as unclean, dirtying the sights of their fellows with such a display of uncivilized, unproductive lust.

-Incestuous intimate fraternization of any kind
No self-respecting mali will need explanation as to why this type of behavior is both obscene and illegal.

The Path to Purity

There is to be a new number of standardised regulations regarding those who have fraternized/taken on disingenuous traits that any and all impure mali’ata of pure birth may undertake. As the mali’ata has wronged the venerated race, thus they must seek redemption in the eyes of all who would call themselves mali’thill. As such, they must gain the forgiveness of all who dwell within the pure lands.

The “purifying” shall be conducted in stages.

1. The Drawing of the Curtain--

The mali’ata must be sincere in their desire to become a part of the glorious nation, and be willing to perform all the tasks asked of them. They must be willing to shed all childish egalitarian beliefs pushed upon them by the hedonists of the outer-world.
Should they not conform to this ideal, they shall not be allowed to return.

2. Righteous Revulsion--

Should the mali’ata be sincere, and willing, they will be allowed to enter the city. Here, they must seek out every citizen within its walls, and tell them individually of the crimes they have committed towards mali’aheral. They will then, after informing each individual of the crimes, ask for forgiveness from each citizen. The citizen may ask the mali’ata of anything, and the mali’ata will do as they ask with great vigour and a calm disposition in a manner befitting any true mali’aheral. The labours the mali’ata provided are but a pittance in exchange for the attacks on purity they have performed.

As a citizen, standards of good judgement are expected and a request which calls to question the logic of itself will reflect negatively upon themselves if inadequately explained. Should a pure citizen request a task that clashes with the laws of the city, the citizen shall be punished according to the crimes they requested to be committed.

The mali’ata may not advance to the next stage unless every citizen gives their forgiveness.

3. Learning the Way--

All mali’ata must understand and revere the maehr’sae hiylun’ehya, as it is the very phrase that defines our people, our culture, and our civilisation. Those that lack an understanding, an interpretation, or true, unbridled zest for the maehr’sae hiylun’ehya will find themselves shortly more unwelcome than they had been previously.

The mali’ata shall be assigned a teacher from the ranks of citizens, the duty of whom it will be to teach the mali’ata the maehr’sae hiylun’ehya. During this stage, any citizen may approach the mali’ata with a task, and as before, they must complete it.  

At the end of this process, they will be tested by a select group of citizens of their knowledge regarding the blessed phrase.

4. Meagre Acceptance-- 

The mali’ata, after gaining the forgiveness of the others, and understanding the apex of our culture, will be called to an assembly of all pure citizens. Here it will be decided by the majority whether the mali’ata may become a part of the exalted society and resume their title of mali’aheral. However, they will not be considered a full citizen unless they undertake the final responsibility of their race.

5. True Acceptance--

The reformed mali’aheral may now look to the city, and consider it their home. But they will not be known as “citizen” until they find a citizen of pure blood to be bonded with, and propagate the mali’aheral race. At the birth of the first child, they shall be entirely forgiven of their crimes in any fashion, as they have returned all that they have stolen from the mali’aheral people.

With this act, they should rejoice--as they have obtained citizenship.

The Trials

 

Aside crimes outlined in the “Obvious Laws,” a set of judges must be elected, to operate as a panel of decision makers. These judges, once elected, shall deliberate upon the accused’s guilt. Once a decision is made, punishment as appropriate will be delivered at their discretion. If the judges so desire more evidence, they may call for a testimonial, or a character witness. An odd number of judges shall be elected, so that their vote will decide the guilt or innocence of an accused should there be disagreement. 

Any judge found guilty of the above crimes, or any other type of unseemly behavior, he or she shall be removed from the panal.

Possible Punishments for Law-Breakers


Branding
Those discovered to have committed an ata type crime, shall be marked with the word. Never is the taint of impurity removed; once a mali’aheral has fraternized with an outsider, they are forever marred.

Thus, it is fitting, that they shall be marked with their treason, and forever barred from pure repute. For those guilty of crimes regarding impure fraternization, a visible mark upon the back of his or her hand shall be permanently branded, just as their hearts be permanently branded with betrayal of their entire race.

These branded shall be unfit for marriage. No legal union or wedding between an ata-type criminal will be officially acknowledged by the city.

Fines/Public Indication (Criminal Type acal)
Those found guilty of committing crimes shall be reprimanded in a less severe, but no less decisive manner. For behaving as a poor example of good mali’aheral, these guilty shall be fined an amount decided upon by the panel of judges.

In addition, they shall be forced to wear ostensibly a large golden amulet, symbolizing their insult to the entire mali’aheral culture, for a prescribed amount of time.

It is recommended that citizens avoid speaking with one undergoing a punishment for acal type crimes, as associating oneself with someone being punished as such will draw the associator into suspicion as to his or her own conduct.

Banishment/Death Sentence (Criminal Type ullral)
Monsters. This type of crime is reserved only for the most severe, unrepentant offenders. This type of sentencing requires not only complete agreement of the judges, but a referendum wherein every citizen of Haelun’or casts a vote, and at least 80% of these votes come back affirmative, in favor of the sentence.

If sentenced as an ullral, all hope is lost to you. You shall never again be allowed into the City if banished, and no citizen is allowed to acknowledge you, under pain of his or her own impure allegation. 



 

This document and all articles within are designed for the benefit of mali’aheral kind. Furthermore, this document is liable to change should the people of mali’aheral land deem it required.


Anything that is not outlined within these laws shall be considered legal. However, it is beneath our noble blood to find “loopholes” in the laws of the land, and such attempts will be looked upon with equal parts irritation and disgust.
