Blacksmith Weapon Modifier Question

Just curious as to how the damage modifier is determined when crafting weapons for blacksmiths. I've made several 25% and higher swords and sometimes, even immediately after doing so, I then manage to craft a single digit modifier. I have no understanding as to why this is, and those I've asked don't seem to either. It's a little frustrating to see the result though because of the level I currently stand at, so I would like to know if there are steps to prevent it.

I was told we'd be able to craft weapons and they better the quality it was the color of the weapon would change based off of MMO style coloring for rarity. I'm pretty sure its just random, I made a 32% weapon at fair level smithing while there are veteran smiths having trouble to make it sometimes..

I'm an Adept smith and the same thing happens, the problem is that its random. I could get anything between 4%-35% its just really rare  to get higher ended weaponry crafted. My general crafting range currently is 16%-26%. But yeah sometimes I might get a random 6%. It's all random.

Isn't it obvious that the highler level you are the higher the chance is to make better swords? I am now a veteran blacksmith and I barely make any one digits anymore. You prevent it by being lucky, that's all.

I'm at Masterful at the moment and it just seems to be random. I get 30% a lot more often than I used to but I still make low 20's, 10's and even single digits sometimes

 

I don't really like this considering as you master your skill you would get better at your craft and it wouldn't really be random, you'd just keep on getting better.

This happens with Bows & Woodworking.

 

At Adept level, Im usually making 10-20% arrow velocity bonus.

While the other woodworker with me is masterful, yet gets single digits.

 

Other days I get single or no digits, while he makes 10-20%.

 

I find its pretty random.
