"With the formation of our new government, I would like to propose a system by which our residents can ''pay with their brow" the cost of their houses, and the costs of defending our city.

Such a system was mentioned in Phaedrus'  announcement but without specifics.

 

 

Housing

The city is currently divided into three districts. While this may be undone, it provides us with an easy way to divide the job that is giving people homes.

 

1:My first proposition is to assign a steward to each district. This steward alone (with the exception of Phaedrus and any others he gives this power to) will organize and allocate housing in their district. They will have the following responsibilities.

 

-To give houses to residents of their district.

-To be non-discriminant in their allocation. All races of Mali will be permitted housing in all districts.

-To collect labor taxes (Will be mentioned below)

-To ensure that all residents are still actively living within their homes.

-To keep documented logs of who lives where.

 

2: A census. In order to properly know who still resides in the city, every elven month (or two), a Census should be held. It should be a simple questionnaire, asking each homeowner to state their name, their house number, and who lives with them.

 

 

Materials

It is was asked in the announcement that all contribute to the city. I believe an orderly system of expectations would be best.

 

3: Have a 'material tax' on housing. Each elven week (or two weeks, to give more flexibility), a collection of materials should be made from each house. These materials can be placed in a locked chest outside each house. The type of material can be decided by the homeowner based on their profession. The amount can be determined by the census.

 

-Two elven weeks of not paying in a row, or three over the course of two elven months, will be grounds for eviction.

 

4: Only one person's worth of tax will be put into place for each two residents of a house. This will round up (3 residents = 2 person's worth of tax).

 

5: A collective storage for the city. Requisitions can be made here by craftsmen for their tax. For example, a blacksmith might come and get iron from this area to use in their weekly armor material tax. All withdraws will be logged, and only enough for the tax will be given.
