Kardel 1054 Share Posted January 26, 2015 A notice is submitted directly to the Government of Urguan, written in sharp, serif-ed handwriting to look official. It has been written on fine parchment, and rolled up conveniently into a scroll. To the Government of Urguan, I have recently noticed an influx of beardlings into our city, who look around for a while and disappear after not being able to find sufficient housing space or work. This has led to the Urguanian dwarven population stagnating as no new citizens are prompted by our cold systematic way of things, and the expensive lifestyle of living in the city. To successful dwarves such as ourselves, 200 minas every stone week is but an annoying chore, the hardest part of it being the fact that you must walk to the taxation office. However, for beardlings it is a frightening thought. Therefore I, Kardel Irongut, propose that the Grand Kingdom of Urguan dedicates some of its funds from taxing to make a sort of Hostel for beardlings who have recently arrived in the Capitol and for dwarves too poor to afford proper housing. This hostel will be located in the current Mushroom Caves, which will be divided into small rooms that fit 4 beardlings each. Beardlings shall be provided with food from the farms, and with basic mentoring from volunteers from the Workforce to teach them basic laboring skills. ___________________________________________________________________________________ Section One: Housing and Materials Beardlings shall be provided with a sort of 'starter package' if they so wish, and a set of locked chests to hold their belongings. This starter package shall consist of a chest (stack) of wheat (hay blocks), an Iron sword, a fishing rod, and 2 chests (stacks) of workable stone (cobblestone) and one bundle (stack) of workable wood (logs). This is sufficient material to get the Beardlings on their feet. The Beardlings should be shown to the nearest mine or lumber camp (the two easiest professions than any unskilled laborer can do) to begin work immediately. This way they can build up their skills and form an independent identity, totally non-reliant on the Kingdom's aid. This Governmental aid shall last for a single month, during which the beardlings do not pay for these services. After that, the Beardlings will not receive any more governmental aid and will be legible for eviction from their hostel space if a more needy individual seeks it. ___________________________________________________________________________________ Section Two: Beardling Dues During the time where the Beardling is receiving the aforementioned governmental aid, if they so choose, then they must do their duty as Citizens of the Grand Kingdom and join either the Yemekarr's Workforce or the Legion. This will help the beardlings get used to the Kingdom's system as well as gift them valuable life skills such as diligence in labor and skill in combat. Time in the Workforce or the Legion will rehabilitate beardlings and cure the inherent starkness they have as young dwarves, allowing for a safer, more functional society. Furthermore, Beardlings shall be taught at the University of Urir about Dwarven Customs and our way of life, all to ensure the betterment of our society. ___________________________________________________________________________________ This is the end of this proposal. I see no more use in lengthening it out any further. Such an implementation would greatly increase Dwarven populace numbers as well as significantly boon our workforce and legion. Let us return to the days of Dwed Glory that were existent during the Reign of Grand King Thorin.
