[Bug..ish] Pvp Is Allowed At Ct Docks

Nature of the bug: Pvp is allowed at CT docks despite it being underneath the monks anti-villain activity protection.
 

First occurrence: (Providing an exact time helps us locate the error messages, which can help in fixing the bug) Day 1 of the server.

Describe exactly all the actions you took leading up to the bug: Punched someone at the CT docks and they took damage.
 

What messages are/aren't you getting that you would/wouldn't get normally: (in the event of a crash, please also provide the error log) "Hey! Sorry, but you can't Pvp here."

Frequency of occurrence: Constant.

Are you able to reproduce the bug: Yeah.

 

Basically - I asked Meg if CT rules applied at the CT docks and she said yes. The CT docks region, though, doesn't have the Pvp flag set to off. Needs to be fixed I think.
