[Bug] Region Glowstone Issue

 Describe exactly all the actions you took leading up to the bug
I was in the Kalkrest village and even though I wasn't on the region for some reason I was able to break the glowstone but I was not able to put it back and the items stayed in my INV even have I logged in and out. Though this seemed to only work on the glowstone not any other blocks
 

 What messages are/aren't you getting that you would/wouldn't get normally (in the event of a crash, please also provide the error log)
Normally when breaking a block in a region it would say Hey! Sorry, but you can't break that block here. But it didn't.
 

 Frequency of occurrence
It happened on all four blocks I broke ( I did modreq to get the stuff put back)
