complete disability to interact with the world

Long story short, I played here a bit long time ago, like two years back. Now I wanted to go back, thought that I have to make a new application, but no, I'm still whitelisted. So I login into the game, create a persona like I should I think, and start my adventure. But wherever I go, even if it's so far away from everything, I can't build/mine/gather. Is like everything blocked now? Should I make another application after all? Here's the old one. Please help me out guys.

You just need to be added to the regions you want to be in. It was added on this map Since Athera had some...issues with freebuilding.

And I dunno about applications, but they won't change much in aspect of gathering resources.
