Section One - Minor Offenses Theft: Minor Offense, Punishments include issuing of a fine or community service for a set period of time. Vandalism: Minor Offense, Punishments include issuing of a fine or community service for a set period of time. Littering: Minor Offense, Punishments include issuing of a fine or community service for a set period of time. Unnatural Hair Dyes (i.e any colour that isn’t natural to one's race): Minor Offense, Punishments include issuing of a fine or community service for a set period of time and including returning the hair colour to its natural state. Wearing of Masks and Concealing of the Face: Minor Offense, Punishments include issuing of a fine or community service for a set period of time including confiscation of said items. Section Two - Medium Offenses Assault (Minor, i.e brawling, assault without weaponry): Medium Offense, Punishments include issuing of a fine, incarceration for a set period of time or banishment from the settlement. Arson: Medium Offense, Punishments include issuing of a fine, incarceration for a set period of time or banishment from the settlement. Use or Possession of Eastern Weaponry: Medium Offense, Punishments include issuing of a fine, incarceration for a set period of time or banishment from the settlement and including the confiscation of weapons. (Those of Eastern Origin Excluded From This Law) Membership of Cults: Medium Offense, Punishments include issuing of a fine, incarceration for a set period of time or banishment from the settlement and possibly banishment. Underaged Sex: Medium Offense, Punishments include issuing of a fine, incarceration for a set period of time or banishment from the settlement. (Elves Under 50 Considered Underaged). Unauthorized use of Armour or Weaponry: Medium Offense, Punishments include issuing of a fine, incarceration for a set period of time or banishment from the settlement. Section Three - Major Offenses Practise and use of Anti-magic (Fi): Major Offense, Punishments include banishment. ractise and use of Dark Magics: Major Offense, Punishments include banishment or execution depending on the severity. Worship of Dark Deities: Major Offense, Punishments include banishment or execution depending on the severity. Section Four - Registration of Magical Afflictions Those who suffer from any and all magical afflictions that wish to become citizens of Sanctuary must make themselves known to the Prince. Failure to do so will result in banishment. Section Five - Settling Disputes Between Mages When an issue between two mages arises it is legal for the two mages to arrange for a Magical Duel between the two. The two mages have to decide if the Mage Duel is either to who gets hit first in the duel or if it is to the death. This is only applicable between two mages and is the only situation within the City where a Citizen taking the life of another is permitted. Section Six - The Prince’s Peace The settlement of Sanctuary holds certain implications given its name, and thus is to be a place of peace to be upheld by the Prince. Those seeking to disturb this peace may be dealt with at the Prince’s will, who holds ultimate authority on all matters of law and governance. The Township of Sanctuary, as it is presently dubbed, is a settlement forged primarily by those fleeing a tyrannical Haelun'or. Though some view our town as a schism of high elves as a result of this, those who do misunderstand the goal of our settlement. On the contrary, we are a settlement founded upon two principles, neither of which are contingent on high elven lineage. It is our belief that any race can practice scholarship and peace, the values which define us, and thus deeming us a high elven settlement is a farce. Scholarship, the first guiding tenant of our Sanctuary, is of great importance. Perhaps influenced in part by the roots of Sanctuary's founding members, it is our belief that research and study can be utilized to resolve most of life's problems. Though most of Sanctuary's residents are mages, specializing in magical scholarship, this is not the beginning and end of this tenant. All scholars, researchers, students and other learned individuals are welcome to share their knowledge or endeavor themselves to gather more. Progress is only achieved by those who work for it, and Sanctuary values those who prove themselves aggressively industrious in its goals. Peace, the second guiding tenant of our Sanctuary, is undeniably necessary in order to maintain pursuit of the first. The implications of Sanctuary's name demand its citizens to support one another, disagree amicably and not come to arms. It is for this value of peace that Sanctuary holds no creed or faith higher than another; whether you practice purity, Canonism, or nothing at all, you shall not face harassment if you maintain the peace. It is also for this reason that politicking is avoided, discounting elections for rule by an absolute Prince. Serving as absolute ruler of Sanctuary, he can focus on governance rather than politics, and avoid the violence and slander that come along with such a practice. However, peace does come at the cost of a willingness to defend it, and thus does not preclude Sanctuary from requesting arms in its defense. Sanctuary seeks to exist as an independent settlement, deigning to force itself into the affairs of those beyond its borders. To those outside, if you maintain good terms with us, we shall ensure that you benefit from your friendship. To those who seek to bother us, we advise you reconsider your desire for bloodshed. And finally, to those who wish to join us, we welcome you into our Sanctuary with open arms. The township of Sanctuary was founded by Laethis Izalith, alongside Delonna and Vallel’Yuln Aeléyèlsa, Orsino Acal’elor and Irhamir Siil’crux, after fleeing the tyrannical rule of the despot Taeleh, in the year 1541 based on the two principles of forgotten aheral values; peace and progress. For this purpose they were granted land on an island previously settled by the Aeléyèlsa family, with the blessings to build a new home which the family would later go on to provide. While the city is filled with many high elves, it is welcome to all races, as progress is blind to one’s race. It welcomes all those curious, and those who wish to live in peace in this war-riddled world. This is our home. This is our Sanctuary. The government of Sanctuary consists of two parts, the Elevated Bloodlines and the Ministry. The Elevated Bloodlines represent the higher powers of Sanctuary, entrusted because of their diligence and dedication to lead Sanctuary. The Ministry represents the civil servants of Sanctuary, charged with the duty to safeguard and maintain the city from all those that would threaten disorder. The Elevated Bloodlines The elevated bloodlines serve as a guiding force for Sanctuary. Having ascended through the diligence and dedication to progress and peace they have shown throughout their lives, the bloodlines of the founding members of Sanctuary have been elevated. Elevation comes with authority throughout Sanctuary, as well as a seat on the governing council. The expectation is that those elevated shall contribute more, alongside their added privileges and responsibilities. Each bloodline is led by a patriarch or matriarch, who serves as a leader for their bloodline, as well as the representative to the Council. They are also responsible for maintaining an adequate roster of those within their bloodline, and approving those joining their bloodline through marriage or adoption. Once one is incorporated into the bloodline, they are allowed to persist so long as the patriarch or matriarch allows it, even if their spouse is deceased or they are otherwise separated. All members of the Elevated Bloodlines are to be addressed by their proper title. Succession within the bloodlines is selected by the patriarch or matriarch, listed in their will, or abdicated by choice. The Princely Bloodline is the highest of the bloodlines. Through this rests the Monarch of Sanctuary, and its ultimate authority. Each of its members is to be referred to as Prince or Princess, with the highest respect going to the Patriarch and sovereign. The High Magister’s primary duty is to oversee the various other departments within the Ministry, ensuring they all function smoothly. The High Magister also is responsible for recording all important documents issued. The High Magister is in charge of the entirety of the Ministry except the Monarch. Treasurer - Lord Irhamir Siil’crux The Treasurer is tasked to maintain the revenue and expenses of the Ministry and Assembly, as well as the overall procurement and management of Sanctuary’s fund and resources. Arbitrator - Lord Orsino Acal’elor The legislator of the Sanctuary, the Arbitrator is charged with the duty of creating, implementing, and interpreting the law for Sanctuary. The Arbitrator is also in charge of judicial training for the entirety of the Vigil, so that they may perform their actions in accordance to the law. Maven - Mistress Merlin of Shibshire The Maven is the highest office of the Vigil. Their primary function is to neutralize any threats magical or otherwise, and to keep the peace of the Sanctuary in means of the law. They are responsible for maintaining the Vigil and ensuring peace is maintained. Minister of Progress - Lady Vallel’Yuln Aeléyèlsa Responsible for the research and development of various inventions, as well as the development of the city itself, the Minister of Progress is directly in charge of the tunnels, a network of interconnected laboratories that lie under the Sanctuary. Likewise, the Minister of Progress is responsible for the maintenance and construction of buildings within Sanctuary. Mistress of Ceremonies - Princess Athri'leyun Izalith The Master of Ceremonies function is to host any event approved/issued by the Elevated Bloodlines, in order to maintain morale and satisfaction of the citizens. Overseer - Master Araevin Altraza The Overseer is in charge of collecting taxes, updating the city books, keeping the city clean, and any other tasks that would come with managing a town. They also distribute houses, and ensure that houses are adequately distributed to citizens.
