The Citizen Laws of Celein

"For peace, one must have law, and the will to enforce them."

 

 

 

Section One - Minor Offenses

 

  • Theft: Minor Offense, Punishments include issuing of a fine or community service for a set period of time.
  • Vandalism: Minor Offense, Punishments include issuing of a fine or community service for a set period of time.
  • Littering: Minor Offense, Punishments include issuing of a fine or community service for a set period of time.
  • Unnatural Hair Dyes (i.e any colour that isn’t natural to one's race): Minor Offense, Punishments include issuing of a fine or community service for a set period of time and including returning the hair colour to its natural state.
  • Wearing of Masks and Concealing of the Face: Minor Offense, Punishments include issuing of a fine or community service for a set period of time including confiscation of said items.

 

Section Two - Medium Offenses

 

  • Assault (Minor, i.e brawling, assault without weaponry): Medium Offense, Punishments include issuing of a fine, incarceration for a set period of time or banishment from the settlement.
  • Arson: Medium Offense, Punishments include issuing of a fine, incarceration for a set period of time or banishment from the settlement.
  • Use or Possession of Eastern Weaponry: Medium Offense, Punishments include issuing of a fine, incarceration for a set period of time or banishment from the settlement and including the confiscation of weapons. (Those of Eastern Origin Excluded From This Law)
  • Membership of Cults: Medium Offense, Punishments include issuing of a fine, incarceration for a set period of time or banishment from the settlement and possibly banishment.
  • Underaged Sex: Medium Offense, Punishments include issuing of a fine, incarceration for a set period of time or banishment from the settlement. (Elves Under 50 Considered Underaged).
  • Unauthorized use of Armour or Weaponry: Medium Offense, Punishments include issuing of a fine, incarceration for a set period of time or banishment from the settlement.

 

Section Three - Major Offenses

 

  • Practise and use of Anti-magic (Fi): Major Offense, Punishments include banishment or execution depending on the severity.
  • ractise and use of Dark Magics: Major Offense, Punishments include banishment or execution depending on the severity.
  • Worship of Dark Deities: Major Offense, Punishments include banishment or execution depending on the severity.
  • Assault (Major, i.e assault with weapons): Major Offense, Punishments include banishment or execution depending on the severity.
  • Murder of any Degree: Major Offense, Punishments include banishment or execution.

 

Section Four - Registration of Magical Afflictions

 

Those who suffer from any and all magical afflictions that wish to become citizens of Celein must make themselves known to the Hierarch. Failure to do so will result in banishment.

 

Section Five - Settling Disputes Between Mages

 

When an issue between two mages arises it is legal for the two mages to arrange for a Magical Duel between the two. The two mages have to decide if the Mage Duel is either to who gets hit first in the duel or if it is to the death. This is only applicable between two mages and is the only situation within the City where a Citizen taking the life of another is permitted.

 

Section Six - The Hierarch’s Peace


The City-State of Celein holds certain implications given its name, and thus is to be a place of peace to be upheld by the Hierarch. Those seeking to disturb this peace may be dealt with at the Hierarch’s will, who holds ultimate authority on all matters of law and governance. The Hierarch’s word is to be taken as the final say on all matters, as well as the word of those he chooses to appoint.
