they aren't as active as they used to be, but halflings are still around.

a black man? No idea, I used to make dark halflings, they were just black halflings. It might mean an undead halfling.

Perhaps a munchkin (a halfling that worships the squid God Arugula) could be considered a "Dark Halfling"?

People tried to innovate a new type of halfling that descended from Doomforged Dwarves but after I explained to them how halflings came about and how incredibly preposterous their idea was they decided to drop it it.

Yes, all weapons are. Things that are generally made for mischief like a slingshot are ok though.
