With the seat of Sohaer vacant, a new leader must be chosen for our people. The Silver Council has put forth the nomination of two individuals.

 

Kelthran and Ikur Seregon

 

These two will give their speeches, and then debate shall commence. After debate there will be a vote presided over by the Maheral, and the citizenry will choose their Sohaer.

Head of the Government, both as a representative of the people, and an outright physical symbol of Mali'aheral authority.  Where our Maheral will stand for custom and tradition, the Sohaer shall be the embodiment of governance. With the outright advantage of power, the Sohaer bears great responsibility.  He or she bears the weight of order, and the one elected to this position must possess the strength to protect the city above all else.  For he or she will be the first pair of hands always, to uphold Her. Due to their great responsibility, citizens are encouraged to refer to the Sohaer as “Laurir.”

Duties of the Sohaer

1.) Consultation.  While the Sohaer presides as the head of government, he or she is obliged to seek the advice of fellow authorities.  The councilors who have seats of power should be sought out before large decisions are made, to better inform the wisdom of the Sohaer himself/herself.

2.) Status.  The Sohaer claims the right to differentiate between times of war and times of peace.  Without a stated declaration from the Sohaer, the City cannot engage in national conflict.

3.) Diplomacy.  The friendships of our Nation are tied directly to Her fate.  Thus, in the Sohaer rests the ability to choose our state’s official allies and enemies.  No tie between our nation and another can be made without the approval of the Sohaer. Also, the Sohaer conducts visits from emissaries and representatives from alien nations alongside the Tilurir’lliran.  All inquiries on the national level by diplomatic meeting are to be attended by the Sohaer.

4.) Guidance.  Referendums must be signed into the law by the Sohaer.  Ratification of law is vested in the signatory of this position.

5.) Appointment.  In the case of a vacancy of a Tilurir seat, the Sohaer may appoint any Mali’aheral of impeccable record to hold the seat.

6.) Veto.  It is the reserved right of the Sohaer to veto any decision made by the Silver Council. The blocking of the will of the council is to be with caution — lest the Sulii’ceru deem the Sohaer to have stepped beyond his bounds.

7.) Pardon.  The Sohaer holds the power to pardon any individual found guilty of a crime in Haelun’or, allowing them to return and begin the path to purity.

8.) Teaching.  The Sohaer must be knowledgeable about all matters of the City and Mali’aheral culture.  More importantly, however, he or she must teach these things to all who inquire it, so as to enhance the Blessed City’s wealth and blessing in knowledge.

9.) Service.  The Sohaer must be at the service of the city, with no task for the betterment of all below himself/herself.  The Sohaer shall perform any task for the advancement and health of the Mali’aheral beneath his or her power.

10.) Example.  More than anything, the Sohaer shall represent the best aspects of all Mali’aheral and serve as a role-model for all. With exceptional purity, and exceptional citizenship, the Sohaer must demonstrate for each citizen the pinnacle of Mali’aheral expectation for behaviour.

Kelthran took the stage in the square of Lin'sulan, his words echoing off the halls and carrying to the ears of all who bothered to listen on the crisp Fall winds of The Amber Cold. His voice was calm, but serious - and cold as the chill winds that tickled the bare faces of the gathered crowd.

"Mali’thill, Citizens of Haelun’or, we stand united - but leaderless. In our need for a Maheral, we have lost our Sohaer; and now rather than walk a path without a guide, we are guided without a path. Avern’dionne Adriante, in her first public decree as Maheral, has nominated me for the position she left unfilled. While the honor was unexpected, the Maheral’s reasoning in her selection is sound.

 

My military, political, and academic credentials are numerous. For many years before my ascension to government I served as a loyal Sillumir and veteran of every war since Anthos, protecting our city from threats of bandits, raiders, and warlords alike from lesser lands near and far, and a diligent worker - both harvesting resources to better the lives of all Mai’aheral, and aiding in the construction of The Tomb of Anthos, Tahn’siol of The Fringe, and The Citadel of Vailor. It would not be incorrect to boast that much of the stone upon which the now abandoned Citadel stands, and has stood for so many years, was wrought from the earth by my very hands.

 

After my appointment to The Silver Council, it was by my will that the cities of Fi’ceru and Lin’sulan be saved from foreign oppressors time and time again. By my sword on the battlefield during the Oren Urguan War, in which I led a band of Mali’aheral so numerous and well equipped that Emperor John Fredrick Horen himself extended the personal protection of Oren to Fi’ceru from the looming Orcish threat, and by my word at the negotiating table where I ensured the autonomy and representation of the Mali’aheral beneath the monarchy of King Leric Tresery on the brink of a war that bore the potential to annihilate the Elven state as we knew it.

 

As Tilurir’indor, I have seen to it that our intellectuals flourish and our city once more become a hub of learning in the realm of Vailor. By my hand, and the kind donations from the hands of fellow Mali’aheral; our once empty library has been stocked with books on arcane and historical knowledge, with yet more information to be allotted to the shelves as the resources to produce more empty books for copy are harvested, and the once cold and empty stone laboratories beneath the city have come alight with the torches of blossoming minds.

 

It would be both an honor and a privilege to serve the state in a higher capacity, and to continue my work to further the maehr'sae hiylun'ehya. liewyn'Larihei eltaeleh walehe ohn vallein eltaliyna walehe, ahernan."

 

 

With a bow of the head during his closing words, he left the stage - leaving the cheering Mali'aheral to their next candidate.

Ikur takes the stage after Kelthran, offering waves and a bright smile to those gathered before taking his position at centerstage. The words bellowing forth from the smaller Mali'aheral fly with passion and warmth against the chilling breeze of the autumn day.

Mali’aheral of Haelun’or, I stand here today to implore you to exercise your right to choose your representative in the office of Sohaer. The right of democracy which has allowed you to come and vote today, though, is as water in the sieve, and without proper maintenance it slips away from us. The council as it stands wished to rip that right from your hands and hold an election amongst themselves and decide the future representative of the Mali’thill in a closed election. It was my lobbying which was able to secure enough of the council’s vote to usher in the return of democracy to the Mali’thill.

 

But I am more than just a lobbyist. Food you consume in Haelun’or is exclusively furnished by me, for better or for worse. Recent polls have shown there to be a worrying lack of agricultural specialists, and what that tells me is that there has been a glaring failure in our education system. We have the classroom infrastructure and we have the capability to teach and learn, but we do not have the educated population which marked our predecessors. I believe with proper hard work and dedication we can achieve the learnedness which marked our past populations.

 

Mister Kelthran, though I have seen his prowess as a commander and have seen the fruits of his success, does not have the experience managing defense on the scale or at the length that I have. In my time as Okarir’tir in Tahn’siol my Sillumiran were able to repel to great effect the many incursions of Orcs, Dwarves and Snow Elves into our city. Even before then I have seen campaigns as the Captain of the Conclave Guard come to fruition. Though I have since repented for my impurities from the time, penance does not erase the battlefield experience I gained through my service to foreign states.

 

If I am to take the reigns of Sohaer I will do so democratically and with the approval of my people, of the Mali’thill of Haelun’or. I cannot promise prosperity without a great deal of hard work from every able-bodied citizen within our great walls, but I can promise that I will be down in the dirt sowing the seeds of progress alongside each one of you, just as I have stood alongside you in your day-to-day lives. Tayna eth’ehya tilru Haelun’or, tayna eth’ehya tilru maehr’sae hiylun’ehya, tayna eth’ehya tilru Mali’aheral ehya!

Valens Ith’ael strides onto the central dais within the square of Lin’sulan. Addressing the gathered citizenry with his ever-dour bearing, he cleared his throat as he began to make his speech;

 

“Harken, lliran - Mali’aheral of Haelun’or. I come to you to announce my official endorsement for one of the nominees vying for the position of Sohaer. It is my personal belief that Kelthran is most suited to lead our nation, and our blessed people into an age of true prosperity. It was an utmost pleasure to serve aside Kelthran during my time on the Silver Council. Diligence, wisdom and intelligence -  these traits symbolize his professional demeanor and it is he who has safeguarded Haelun’or against those that threatened her in her hours of need.

 

As he had said in his own speech, his charisma and stratagem won us great victories and powerful allies, for it was through this methods that Fi’Ceru was saved from undeniably certain destruction at the hands of the Orcish Rexdom - his rallied force contended with even the combined might of the Mali’ker and Mali’ame during his campaign in the twenty years war. It was Kelthran that ousted the impurities of the Izalith, revealing Laethis for what he truly was; a consort to the frost witches.

 

It was Kelthran that made negotiations pertaining to the Dominion of Malin favorable for Haelun’or, ensuring that we would not be indentured to our fellow elf. And lastly, it was Kelthran that has restored our library to the splendor that it had once possessed. Without him, Haelun’or would be a husk and we surely would not be here were it not for his graces. If you care for the betterment of this nation, then I bid you; allot your vote to Kelthran, and let us make Haelun’or great again together.”


As his address comes to a close, he finishes with a brusque bow before stepping down from the dais and returning to his business as per usual.
