A letter on clean, bone-white paper is delivered to the appropriate councillor within Haelun'or. It reads as thus.

 

"To whomever concerns themselves with the affairs of dwellings.

 

To begin, my apologies for not learning of your name or ranking within our venerable nation's hierarchy. Such things are difficult for one to learn, when one has so little time to spare. I write to express a wish for a domicile created specifically for myself. 

 

Due to grievous injuries I have suffered in the past, I require mechanical prostheses in order to remain functional. There are numerous other physical maladies - that I do not wish to mention - I could use a more private setting to see to. One such malady, for example, is the grievous pain in my joints when I stay too long around the damp air of the lower and upper city. This is not an insult to the architect, but merely the result of  civilisation. 

 

I request to have a simple house constructed on the face of  a nearby mountain, high above the damp and mold of the city, where I can have the privacy needed to tend to myself. Perhaps one with a view of that lovely purple structure I can see from time to time in the upper echelons of the districts?

 

I know that I can contribute little to the city now that my physical capabilities are marred. Please, give this pittance to a life-long servant of the Maehr'sae Hiylun'ehya.

Lucion Sullas, you may find me in person so that we may discuss this further and approach a suitable solution. It is in my interest to see you accommodated to the fullest extent possible in your housing, but I must express that no Mali, save for those who devoted themselves to the creation of our city, may receive extraordinary housing.
