THE IMPERIAL FOREIGN AGENCY

 

The Imperial Foreign Agency, also known as the Diplomatic Service or just the Agency, is the chief diplomatic body of the Holy Orenian Empire and the government department accounting for foreign affairs, facilitating negotiations and dialogue on behalf of His Imperial Majesty, as well as acting as the Emperor’s representatives and enforcers of his standards both internally and externally.  They act as the embodiment of the Imperial nation-state, applying foreign and domestic policy instructions accordingly, and are expected to have an excellent command of numerous languages and an extensive vocabulary and charisma in their dealings.

 

The office of the Secretary of State is located within the Palace of Saint Adrian, though the Agency as a whole possesses many embassies and offices in a number of locations around the continent.

Nature

 

The mission of any member of the Imperial Foreign Agency is to promote peace and communication, support prosperity and growth and protect Imperial citizens while simultaneously advancing the national interest of the Holy Orenian Empire in foreign circles. The highest levels of the Imperial Foreign Agency confer with the Emperor and the Closed Council to develop innovative and diligent foreign policy, whereas the bulk of the organization applies their efforts to achieving these objectives. As with all diplomats of any nation, members of the Diplomatic Service enjoy diplomatic immunity when undertaking sanctioned missions.

 

As with all reformed government departments, oathed members of the Foreign Agency seeking formal transfers to another department must seek the signed permission of either the Emperor or the Archchancellor. Similarly, members seeking to resign from their post must submit a signed resignation to the Crown. Members cannot be employed by more than one government department simultaneously.

Secretary of State: Bradshaw Gray [Thatpyrodude]

The Secretary of State chiefs the Agency, sitting upon His Imperial Majesty’s Closed Council. He confers with the Closed Council and the Emperor on matters of foreign policy and diplomacy, dispatching, ordering, managing and controlling emissaries and ambassadors, ensuring the wellbeing of embassies and negotiations around the continent as well as serving as the Emperor’s representative in negotiations of utmost national importance.

 

Ambassadors

 

Ambassadors of the Imperial Foreign Agency represent His Imperial Majesty’s interests in the state to which they are assigned, carrying out foreign policy as established in the Closed Council. They are empowered to negotiate agreements on behalf of the Holy Orenian Empire, which become binding on approval by the Emperor or his appointed deputy. As representatives of the Empire, they reside in the Imperial Embassy in the nation to which they are assigned, and remain subjects of His Imperial Majesty. Dual citizenship, as for all subjects of the Empire, is prohibited for Ambassadors Plenipotentiary.

Commissioners

 

Because the Holy Orenian Empire comprises a number of vassals, suzerainties, and subject states, the Imperial Foreign Agency also maintains a staff of Commissioners, each representing His Imperial Majesty’s interests within a particular territory or organization inside the Empire’s borders. Commissioners relate the Emperor’s interests and policy to their assigned community, ensuring its implementation and subsequently reporting the outcome to the Closed Council.

Staff

 

The Agency always requires staff , such as junior diplomats, bodyguards, aides or secretaries to accompany and aid both ambassadors and commissioners in their duties. These staff have a much greater chance of being promoted to the aforementioned stations in times of vacancies than those working outside of the department.

 

Foreign emissaries

 

The Agency also manages and receives the various foreign ambassadors, envoys and emissaries stationed in the Holy Orenian Empire, allocating embassies in the capital of Johannesburg and other diplomatic staff. Foreign emissaries and their servants are expected to live in the Imperial capital full-time, and are accommodated accordingly, with all such privileges of diplomatic immunity.
