“It has come to the attention of the current tenants of the city of St. Karlsburg that there exists no system for maintaining the city’s leadership and thus no system for maintaining the city. In response, current city leadership has written up a new system, as approved by the Crown, and approved by the City.

ST. KARLSBURG CITY CHARTER


 

  1. The City shall be run primarily by a Council of five.

    1. The Maer

      1. Chosen by a popular election from the people, the Maer heads the council and manages day to day operations as well as several appointments to the Council.

    2. The City Marshal

      1. Appointed by the Crown, the City Marshal heads a guard force within in the city and manages the enforcement of law and order.

    3. The High Steward

      1. Appointed by the elected Maer, the City Steward manages taxes and elections. He also runs the other stewards of the city.

    4. The City Manager

      1. Appointed by the elected Maer, the Manager directs events and manages a labor guild within the city.

    5. Royal Liaison

      1. Appointed by Crown, the Liaison maintains the Crown’s interests in the city, thus maintaining an active and fruitful relationship between the Crown and the Council.

  2. Every four years, the legal residents of the city shall hold an election to determine the Maer. Residency is defined in just ONE of the following ways:

    1. Owning a home.

    2. Being a legal employee of the City.

    3. Legally residing in a home while NOT owning the home and paying a twenty mina voting fee.

  3. Tax policy shall be determined by the council. A majority of three will determine tax policy.

  4. Policies not relating to taxes require a majority of four. This includes: Housing, Major Military reforms, City Expansions, and anything else which is obviously not tax policy

  5. Citizens with a dispute over policy must seek out at least two council members before pursuing a petition. Petitions with ten signatures may be reviewed by the Crown.

    1. Petition to recall a council member requires ten signatures and the signature of one council member. The petition then goes to the Crown for reviewal

      1. The Crown may not recall a council member without the approval of three council members, or the required petition.

        1. In the event of an inactive council, these laws are bypassed in the interest of the City.

  6. The Crown maintains serious authority within the City. The Crown settles serious disputes, maintains the city garrison, and dictates their share of the city taxes.

  7. The Maer’s powers and duties are defined as follows:

    1. May appoint Council Members during the first year of his term, after the year is up the Crown may appoint council members that the Maer has neglected to. If a council position vacates during the Maer’s last three years of a term, he has one year to replace them. Again, failure to do so obligates the Crown to appoint that Councilman.

    2. May call a vote regarding any type of policy, and propose any type of policy.

    3. Only the Maer may propose changes to the Charter.

    4. Duty to manage the city’s maintenance

    5. Duty to create and maintain an active, bustling city

    6. Duty to manage the council

  8. The Marshal’s powers are defined as follows:

    1. Power to petition to Royalty that the Charter has not been followed

    2. May call votes regarding city Military and legal policy

    3. Power and duty to enforce the law within the city

    4. Duty to maintain an active Garrison

  9. The Steward’s powers and duties are defined as follows:

    1. Duty to collect taxes

    2. Duty to manage fair elections

    3. Duty to manage sale of homes

    4. May call votes regarding tax policy, housing policy, zoning policy, and legal policy within the city

  10. The manager’s duties are defined as follows:

    1. Duty to manage a labor guild within the city

    2. Duty to conduct events within the city

    3. May call votes regarding zoning, labor, legal, and housing policy within the city

  11. The Liaison's duties are defined as follows:

    1. Duty to maintain communication between the Crown and Council

    2. Duty to lobby for the Crown’s interests in the City

    3. May not call any votes, only lobby for such and vote himself.

    4. Duty to aide in the overseeing of elections
