-Letter's are sent to all resident's of Haelun'or, notices posted everywhere within elcihi.-

 

I come forward to you as Okarir'lliran, Varen'thal Len'irrin. Recent confusion has led me to writing this letter, as I intend to end it. As you may notice, elcihi has been formed anew. Many of our mali'thill have been confused on the reformation of elcihi, so I wish to explain it.

 

You will notice our old lower district demolished and replaced with a market area. Indeed, this is a market area, but it is not within our city. Our true city lies beyond it, up the flight of stairs. That is when our city begins. Not before, not after. Our old upper district, where once only mali'thill were allowed, is now home to the entirety of our population and visitors. As in, everyone, including 'lessers', are allowed. (Lesser's being all non mali'thill). If a lesser is to cause issue, they will be removed, but only if they are causing issue.

 

This notice is only going around once and for a limited time. I expect from this point on that all mali'thill are now familiar with this, and will not remove lessers simply for being lessers.

Odessa Visaj receives the news through a letter arriving to her tower. She reads the title of the notice before folding it back up, placing it in a folder of paper under her desk. She fetches her writing supplies and a couple of pages with fine paper before sitting down, getting to work. Before letting the tip of her inked feather touch the paper, she speaks quietly for herself.

 

- Reformation.. The mere word makes me think impure thoughts.
