GOVERNMENT REFORMS

Issued by his Majesty, Sigmar Lothar I, King of Hanseti-Ruska and his Aulic Council

                                   It is the will of his Majesty, King Sigmar Lothar I, and his Aulic Council that the government of the Kingdom of Hanseti-Ruska be reformed. This decision is in light of a sharp increase in the Kingdom's population under King Sigmar's prosperous rein, and facing the need to govern these new peoples with greater efficiency. Currently, the Kingdom's government is composed of the Aulic Council and the Small Council. This reform creates three additional bodies - the Office of the Auditor, the Office of the Justicar, and the Office of the Marshal, whom respectively handle administrative, judicial and diplomatic, and military affairs. The Aulic Council will remain as an executive body that oversees and directs all governmental bodies while the Small Council will be composed of officials from these newly-created offices.

SECTION I

THE AULIC COUNCIL

The Royal Seal of Hanseti-Ruska used by the Aulic Council

 

The Aulic Council is the executive office of Haense’s government, whom maintain the responsibility of advising the King and overseeing all governmental duties.

 

The Aulic Council is composed of the incumbent monarch, his Chancellor, the Grand Auditor, the Lord Justice and the Lord Marshal, with the latter three heading their respective offices and reporting those duties to the King and Chancellor. The Aulic Council directs the activities of the Office of the Auditor, the Office of the Justicar and the Office of the Marshal while it receives reports and updates of governmental activities and projects from the Small Council. The Aulic Council dictates significant policies and laws whilst serving as the primary advisory body to the King on decisions of significance.

SECTION II

THE OFFICE OF THE AUDITOR

The Office of the Auditor is the administrative body of the Haensetian government, operating primarily within Markev; and is accountable for the smooth operation of the Krepost palace and city. This Office is composed of the following roles:

 

• Lord Auditor: Tasked with managing the administrative branch which consists of architectural, municipal, event, and Merchant branches and ensuring smoothness throughout.
• High Steward: Handles all matters of stewardry, housing and infrastructure that the state may need.
• Head Architect:  In charge of designing buildings and supervision of the projects progress
• Castellan: Maintains the Krepost and performs courtly functions
• Maer: Settles newcomers into Markev and helps them become attached to the city and organizes events
• Chamberlain: Maintains the Krepost and organizes events
• Seneschal: Charged with organization & documentation
• Stewards: Conducts sales of properties, tax collection, and day to day questions in relation to housing and infrastructure.
• Architects: Assist in the design and construction of buildings within the kingdom
• Palace Staff: Serves within the Krepost

 

The Office of the Auditor is charged with the following duties;

• Housing in Markev
• Events and activities
• Maintenance within the Krepost
• Construction projects

SECTION III

THE OFFICE OF THE JUSTICAR

The Office of the Justicar presides over matters of justice and diplomacy in the Hansetian government. It is managed by the Lord Justicar, and assumes responsibility for matters of legality within Haense; namely criminal legislation and trialing accused persons, in conjunction with leading diplomatic missions to foreign territories. The Office is composed of the following roles:

 

• Lord Justicar: Heads the Office and oversees all its functions, legislates all new laws and performs trials
• Royal Diplomat: Leads diplomatic missions abroad with the Aulic Council 
• Royal Scribe: Publishes royal documentation
• Minister for Propaganda Patriotism: Encourages patriotism within the realm
• Justicars: Advises the Lord Justicar and performs trials
• Diplomats: Assigned to nurture relations and relay information from a specific nation and assists with diplomatic missions in that nation
• Scribes: Assists the Royal Scribe

 

The Office of the Justicar is charged with the following duties:

 

• Legislation
• Presiding over trials
• Diplomatic missions

SECTION IV

THE OFFICE OF THE MARSHAL

Military reforms relevant to the government of the Kingdom of Hanseti-Ruska will be published by the Lord Marshal at a later date.

SECTION V

THE SMALL COUUNCIL

Seal of the Small Council

 

The Small Council is composed of the greater Haensetian government and its various offices. As its own institution it serves to update the Aulic Council of ongoing plans, projects, and problems while addressing more minor policy concerns, such as housing prices and event planning.

 

The Small Council is composed of the Head Architect, High Steward, Chamberlain, Maer, Royal Scribe Diplomats, Seneschal and Castellan. These councillors report to the members of the Aulic Council on their active projects and duties, allowing for their input and decisions.
