Preamble


The expanding nature of our great demesne calls for amendments to portions of the charter as well as the conception of new systems, institutions and general projects that the various offices of state are to execute in the name of the Throne. Thus we do pen these matters of state herein that the people of the realm may understand the direction of this Feudatory and the goals of its government.
 

The Establishment of the Burgh System


The unfortunate history of our folk has proven again and again the vulnerability of our realm to invasion and the reaving of bandits and raiders. To resolve this persistent issue we, of the Throne have deigned to establish the following system. The realm shall be populated not with the great fortresses of old, each held by a clan or order of the realm. Instead we shall establish a number of outposts garrisoned by the Red Brothers. These fortifications shall be placed at crucial road sides and key defensive points along the borders of the realm to ensure that the borders of the realm remain safe and secure. However, these fortresses do not warrant the noble titles that large demesnes would bear. Thus the Burghs shall be commanded by agents of the Throne and garrisoned by the levy of Nordengrad, specifically the Red Brothers. These commanding agents shall be titled Sheriffs and shall report on the state of their Burgh directly to the Marshal.

 

The Establishment of Arvensburgh


In light of the aforementioned system the first of the Burghs has been constructed at the behest of the Throne. Arvensburgh has been established to observe and protect the southern border of the realm. We have deigned to place it under the command of one Brother Xalid of Nordengrad, oathed to the clan of Fiscere. The Sheriff of Arvensburgh shall be charged with maintaining the law of the realm upon the frontier, ensuring the maintenance of the Burgh and equipping and commanding the troops within.

 

Concerning the Northway, its Upkeep and Protection


In the interest of preserving the flow of southern goods north to our communities the Throne does commit to maintaining the security of the Northway. In this spirit the labours and resources of the Northemarch Rangers are pledged to the protection of the Northway and those who would trod its length. Any monstrous beasts or foul folk plying their dark trades and wiles upon the Northway shall be held in contempt of the Northway’s peace. Those found such will be removed from the road as soon as possible. Should their capture or peaceful surrender be beyond reason then the offenders shall be given the Father’s mercy by the Northemarch Rangers.

 

The Establishment of the Nordengradic Mint


As production and commerce expand in line with the expansion of the Earldom’s population it has become increasingly apparent that the Throne must take steps to ensure the prolonged economic health of the realm. For the purposes of collecting wealth as to maintain the operation of the various offices and services of the realm, we of the Throne have commissioned the construction of a Mint wherein coins of the realm shall be fashioned. This coinage shall be issued as payment to all servants of the realm. This task shall fall under the jurisdiction of the First Artisan and the Office of the Purser.

 

The Nordengradic Tithe Act


As of Svensday 420.1 residents of the realm shall pay a tithe unto the throne four times a cycle. The tithe shall be collected each Svensday. The level of tithe shall be determined by the Chief’s council, with changes requiring the consent of a majority of the Chieftains. The collection of said tithe will be administered by the Stewards of the Stewards Office. Tithes must be paid in Nordengradic Marks minted by the Office of the First Artisan. The administration of the overall system of tithes and taxes shall fall to the Pursers office.

 

The Nordengradic Census


The Purser and members of the Civil Offices are formally charged with the administration of a grand census of the realm. The Civil Office is to compile records concerning the residents of all dwellings within the realm, the population of the realm, their clan affiliation, their profession, and their citizen status. They are furthermore charged with recording the wealth and production of the clans and various freemen within the realm at large. This grand census must be performed as to ensure the proper and appropriate levying of taxes upon the residents of the realm.

 

The Establishment of the Office of the Purser


In recognizing the excessive burden placed on the shoulders of the Office of the Chancellor the High Office of the Civil office shall be divided into two High Offices rather than one. As such we of the Throne do establish the Office of the Purser to handle a portion of the Civil Office’s administrations. The Office of the Purser shall manage matters of taxation, civil administration, construction and housing. As such the Office of Stewards and the Office of First Artisan is placed in subservience to him within the hierarchy of the Civil Office. As a result of Office of Chancellor is charged with a heightened focus upon the diplomatic affairs of the realm. The Office of Alder is placed in subservience to the Office of  Purser and the two shall work in conjunction to ensure the diplomatic health of realm in matters both externally and internally. The Office of Chancellor is also charged with seeing to affable relations between the variety of Clans, Houses and Tribes that constitute our realm. Finally, should the Throne be rendered incapable but yet remain his morality the Office of Chancellor shall assume the regency in the interim whilst he regains his health. Gaius of Mournstone shall assume the Office of the Purser and Torsten Eiriksson Ruric shall assume the Office of Chancellor.

 

Merchant Licences, Their Granting, and the Office responsible


In light of the economic reforms that are to come to the realm, we of the Throne have deemed it vital to ensure those conducting commerce within the confines of the realm are doing so with our assent. Thus all merchants operating within the realm must be able to present their official Nordengradic Merchant Licence upon request to any Red Brother or State Office official. Failure to do so will be held as a violation of the Nordengradic Charter.

 

The Throne does issue Licences of Commerce to the follow, however in the future the issuance of these licences shall be conducted by the Office of the Purser and applicants must seek him out for licences.

  • The Throne does grant one Ellenora of Nordengrad a Merchant’s Licence
  • The Throne does grant one Ulric Grimlee a Merchant’s Licence
  • The Throne does grant one Gaius Mournstone a Merchant’s Licence

 

The Demarcation of Official Realm Borders


The Chancellor's Office and its subsidiaries are charged the defining of the official realm borders via the construction of border stones. The borders of the realm as understood by this throne and its agents shall thus forth be these border stones once the Chancellor's Office has completed their construction. To this end the Chancellor's Office must conduct a full survey of our territories and holdings and determine appropriate limits to the realm proper.

 

Limitations on Clan Feuds


In recognizing the recent rise in tensions between the clan of Mournstone and the clan of Grimlee we do clarify and lay forth the following provisions regarding the conduct of Clan Feuds within our realm and the limitations upon them. Those clans wishing to conduct in feud must first bring their grievances to the Throne. If a compromise cannot be reached then the clans, with the consent of the Throne shall be allowed to take part in a pitched battle. Clans may only bring THEIR BLOODED MEMBERS AND THEIR OATH MEN. No allies of any kind will be allowed. The pitched battles will take place at a scheduled date in an open field and no fighting may take place outside the pitched battle. Furthermore the traditional practice of hall burning to end a feud is formally outlawed.
