The Dual Monarchy of the Kingdom of Hanseti and Ruska, known more aptly as the Kingdom of Haense, is the Royal State of the Highlander People, ruled by the Monarch of Haense and guided by the Royal Duma. Reza is the capital of Haense and the home of the central government, where the Monarch of Haense makes his home in the Prikaz Palace, considered the de facto seat of government.

 

Haense has existed for over two hundred years, and its culture is stemmed in tradition and age-old rivalries. Its territory stretches from the Almannir Highlands and the Iron Bay to the plains of fields of Leuven and the mountains of the north, with much of the land in control of either the Royal State or personal minor fiefs of the burgher class or the large estates of the ancient nobility. Most of the population resides in the capital of Reza, while the countryside is sparsely populated besides villages and farmsteads.

 

The current Monarch of Haense belongs to the House of Barbanov-Bihar, descended from the Line of Carrion, and boasts a prestigious pedigree chronicled back to the Age of Heroes. The monarch holds the Crown of Haense, which follows a semi-strict absolute agnatic primogeniture succession. The Crown of Haense is advised by the Royal Duma, a body of both appointed and elected councillors, who vote upon issues involving domestic affairs of the Royal State.

The Crown of Haense is the ruling authority of the Royal State, led by the Monarch of Haense and assisted in ruling by the Aulic Council. While the Monarch of Haense is a position of heredity, the Aulic Council is appointed and dismissed on whim by the monarch.

The Royal Duma is the advisory board to the Crown of Haense, which passes domestic legislation in the management of the Royal State. It is led by the Lord Chancellor, who is titled the Councillor Paramount, and made up of a body of mixed appointed and elected councillors. The duma follows the Articles of the Royal Duma, which constitutes the body’s procedure and powers in government.
