The Constabulary Act of Hanseti-Ruska, 1713

Issued by the Royal Duma and Confirmed by His Majesty King Marius II
 

10th of Tobia’s Bounty, 1713

 

An Act

Recognizing and formalizing the office of the Constable and the authority of Sheriffs within the Kingdom of Hanseti-Ruska. In doing so this Act formally establishes a Constabulary, beholden to the Office of the Lord-Justiciar and Crown.

 

 


 

  1. On the Appointment and structure of the Office of the Constable

    1. On the Appointment of the Constabulary

      1. The Lord-Justiciar is hereby granted the authority to appoint a Constable of Haense. To serve directly under the office of the Lord-Justiciar and the Crown.

      2. The Constable of Haense is hereby granted the authority to appoint up to three sheriffs to serve directly under the Office of the Constabulary and the Crown.

      3. The Sheriffs of Haense are hereby granted the authority to appoint a single deputy to serve under him as his apprentice and potential successor.

 

    1. On the revocation of the Constabulary

      1. The Lord-Justiciar is hereby granted the power and authority to revoke the title of the Constable of Haense and the badge of any Sheriff or deputy serving under the Office of the Constabulary.

      2. The Constable of Haense is hereby granted the authority to revoke the badge of the Sheriff from any serving sheriff of Haense and his deputy.

      3. The Sheriffs of Haense are hereby granted the authority to revoke the badge of the deputy serving directly under him.

 

    1. On the Requirements to Join the Constabulary

      1. Any citizen of the Kingdom of Hanseti-Ruska above the age of twenty without any criminal record and with recommendations and suitable experience may be appointed as Constable of Haense by the Lord-Justiciar.

      2. Any citizen of the Kingdom of Hanseti-Ruska above the age of twenty without any criminal record and suitable experience can be appointed as a Sheriff by the Office of the Constabulary.

      3. Any citizen of the Kingdom of Hanseti-Ruska without any criminal record within the Imperium of Man can be appointed as a Deputy by the Office of the Constabulary.

      4. Any member of the Constabulary may not hold any titles within any other body of government, the Haeseni Royal Army, Marian Retinue or be the current reigning lord of any noble House.

 

  1. On the Duties and Authority of the Office of the Constabulary

    1. On the Authority of the Constabulary

      1. The Constable of Haense is given the authority to issue warrants of arrest within the Kingdom of Hanseti-Ruska. With the exemption of those born within nobility.

      2. The Constable of Haense is given the authority to issue bounties on wanted criminals, up to 500 minas.

      3. The Constable of Haense is given the authority to issue fines on offenses, up to 500 minas.  Any appeal of the fine is to be issued to the office of the Lord-Justiciar.

      4. The Sheriffs of the Constabulary are given the authority to issue fines on any minor offense, up to 350 minas. Any appeal of the fine is to be issued to the office of the Constabulary or the office of the Lord-Justiciar

      5. The Constabulary are given the authority to arrest any suspected criminals and bring them in front of the Lord-Justiciar or Crown to stand trial within the Courts of Hanseti-Ruska.

      6. The Constabulary are given the authority to temporarily restrain any person caught in the act of a criminal offence, regardless of social status with the exemption of people born within Royal blood.

 

    1. On the Duties of the Constabulary

      1. The Constabulary is to protect and serve the Crown of Hanseti-Ruska and maintain the King’s peace and serve its people.

      2. The Constabulary is to arrest, fine and imprison those who break the laws of the Kingdom of Hanseti-Ruska.

      3. To investigate and prosecute any suspected and/or wanted criminals to the full extent of the law.

      4. The Constabulary is to work in conjunction with the Haeseni Royal Army and the Marian Retinue to ensure the enforcement of the Law within the Kingdom of Hanseti-Ruska.

 

    1. On the Restrictions of the Constabulary

      1. The Constabulary are not to meddle or interfere with any affairs of the Haeseni Royal Army, the nobility or the Marian Retinue unless given written permission to do so by the Crown or Lord-Justiciar.

      2. Any Criminal act of major offense is to be brought to court in front of the Crown and Lord-Justiciar to stand trial.

      3. The Constabulary are required to announce their presence to any reigning lord if conducting an investigation outside of the Royal Crownlands.

      4. The Constabulary are not to meddle in affairs regarding national security and only that of enforcing and securing the law of the Crown.
