[Bug Report] Charter refund don't work :(

**Description**
When using /charter manage, if you try to cancel a pending charter, the mina won’t be refunded.

**Date of occurance**
Yesterday 6:15-6:30 AM EST.

 

**In game specifications**
username edelos, persona Odo Drakaene.

**Steps to Reproduce**
       1. Have a charter

2. Use /charter manage
3. Try to cancel charter
4. No money refund

**Expected Behavior**
I should get the money back.

**Actual Behavior**
I don’t get the money back.

**Additional Information**
I checked my bank too, money didn’t show up.
