Municipal Road Paving Initiative

 

Following a unanimous vote by the Livery Board of Helena; HIS EXCELLENCY, Alren DeNurem, The Lord Mayor; hereby establishes the Municipal Road Paving Initiative. This program will focus on modernizing all major avenues of travel in the City of Helena. Major items to be tackled by the initiative include: Effective and Sanitary Gutter Works, Seamless Sewer Linkage, Stronger Curbside Foundations, and the overall cleanliness of the City.

 

Construction and civil engineering efforts will be managed by the Imperial State Army Corps of Engineers, with supervision and input by the City Clerk. Priority of modernization efforts will be based on overall traffic flow and proximity to the City Center.

 

Following the establishment of this Municipal Initiative, the roadworks of Helena shall hereby be maintained in good working order indefinitely. It shall become the responsibility of the City Clerk to ensure the structural integrity and pavement quality of all major roads, pathways, and alleyways in the Helena; both current and future.

 

Establishment of the Helena Postal Service

 

Following a unanimous vote by the Livery Board of Helena; HIS EXCELLENCY, Alren DeNurem, The Lord Mayor; hereby establishes the Municipal Helena Postal Service. This new system will better connect the citizens of Helena and ensure important documents, letters, or otherwise reach their intended recipients unimpeded.

 

Postal service boxes linked to established domiciles within the City shall be constructed. Mailbox owners will be given exclusive access to said box, with any member of the public possessing the ability to deposit objects. The Stewerds of Helena will be responsible for ensuring each residential property has an associated and accessible mailbox. The Stewards will also be responsible for issuing the key to said boxes to the respective resident. Finally, the Stewards will be responsible for ensuring the locks are changed when a home is resold.

 

Helena Sewers Reconstruction Project

 

Following a unanimous vote by the Livery Board of Helena; HIS EXCELLENCY, Alren DeNurem, The Lord Mayor; hereby establishes the Helena Sewers Reconstruction Project. The current state of the Helena Sewer System is in utter disrepair and near total dysfunctionality. This project aims to reconnect all segregated portions of the city sewer system to allow for the proper flow of waste to exit the city. The goal is to improve public services and decrease the potential for the spread of disease.

 

A special entity shall be created with appointments by the Lord Mayor to manage the overall reconstruction and completion of the Sewer Project. Following the completion of the project, the responsibility of maintenance and proper expansion shall belong to the City Clerk. At all times, the city sewers must be kept to a functional standard and regular inspections of the entire system will be conducted at a minimum of every two years.

 

Additionally, the Lord Mayor hereby prohibits all personal expansion of citizens from affecting the Sewer System or future Sewer System expansion efforts by the city. As previously established by previous administrations; basements under citizen properties shall not extend past the respective buildings walls on the surface level of the city. Citizens found to be violating this aforementioned statue or altering the structural integrity of the City Sewers shall be fined a minimum of 500 minas. Egregious infractions may face fines up to 2,000 mina or eviction at the discretion of the City Clerk or the Lord Mayor.
