ACT OF ESTABLISHMENT AND CLARIFICATION ON THE RIGHTS OF INTELLIGENT NON-PERSONS, 1755

 

INTRODUCTION

 

With the newfound discovery of the Anurian species (Wonks) on Arcas, who have already made their presence known on Arcas. So far, they appear to be an intelligent species, with intelligence akin to that of our fellow descendants.

 

This has made us realise that there are no defined rights of non-persons within the Empire, therefore we wish to establish a specific kind of non-person known as intelligent non-person, which shall receive some rights.

 

SECTION I:

 

Clarifying the Status of the Anurian Peoples

 

  1. In accordance with the Imperial Personhood Act of 1754, certain peoples are recognised as non-persons of the Empire.
  2. However, due to their descendant-like intelligence, some species will be considered intelligent non-persons. These species are:
    1. Hou-Zi
    2. Wonks
    3. Kharajyr
  3. Other creatures, that are not produced by natural means, will be considered property of the owner, rather than non-person, therefore making the owner liable for any actions done by the creature, these creatures include:
    1. Golems
    2. Atronachs
    3. Animii

 

SECTION II:

 

Defining the Rights of an Intelligent Non-Person

 

  1. An intelligent non-person may acquire limited citizenship within the Empire. The following is included in limited citizenship:
  2. An intelligent non-person must have a legal sponsor, who shall represent them in all legal affairs of state and serve as legal guardian.
    1. The legal sponsor may be charged with negligence, should the intelligent non-person they are sponsoring be found guilty of a crime.
  3. An intelligent non-person will be granted the Right to Life.
  4. An intelligent non-person may acquire property within the Empire, though only in areas specifically selected by local governments to be available for purchase for them - otherwise it is on their sponsor to house them.
  5. An intelligent non-person may not vote in Imperial Senate Elections.
  6. An intelligent non-person may not hold Government Positions within the Empire.
