It is with the perseverance of the Mali’ker people that we have rediscovered our far-flung Onyx and Warhawke cousins and once again have brought them into the loving arms of the Renelian Union. However, to maintain order and to carry out the will of the divine Goddess Luara, we too must sacrifice for the greater good. With this grand charter we present the means through which the government may legally reign in Magara’lin.

 

Just as Luara imparted her wisdom and gifts to Renelia, the daughter of Uradras, and as described in the sacred Tir’sae Renelia’onn, “Thine are the chosen people, who hath discarded the old covenant. Yet I am a merciful god, and so I say unto thee: it was these coals that saved thy body from the Azulites, and it is these coals that shall save thy soul from purgatory. Go, then, and do My will.” 

 

It was from that point on that Renelia and her descendants were granted the Mandate of Luara, through which they might rule for generations. The Priestesses in the Kervira actively maintain and bolster this mandate, and it is from there that the Velulaei’onns derive their right to rule over the unified Mali’ker people. Compelled to bring peace to the Mali’ker and to thwart the Azulites, the Renelian Union was established in the ruins of Old Alderyn, once the seat of the noble House Atraedes of the fallen Kingdom of Gladewynn.

The Uthirate

 

The powers vested in the Mortal King of Renelia-Gladewynn and his heir the Prince of the Fifty Noblesse. Just as the Mortal King Kairn Ithelanen ruled the Kingdom of Gladewynn alongside his heir the Prince of the Alders Kaz Atraedes, so too will the Renelians be ruled by a Mortal King and his Heir Presumptive. This diarchy, long-established as the dominant method of ensuring safety and security for Elven nations, has long seen use since its conception in the Modern Era. There shall be one to know power and to rule, and one to crave it and assume the primary role in the diarchy once the old ruler perishes, disappears, or makes his pilgrimage to the sanctum across the seas. Although great powers are vested in the Uthirate and they hold the Mandate of Luara, no mortal being is infallible, and it is up to the council to hold the Uthirate responsible in discerning the will of Luara and being the Shepherd of the Chosen Peoples. In times where the Azulites, the deranged and mad, come to seize upon the Mali’ker peoples again to test them with greed, lust, and temptation-- the Mortal King may assume emergency powers to route the enemy and destroy them. 

 

In all other matters of decision-making, the Mortal King can be vetoed by the majority of his standing Noble Concord, the counselors that preside of the Mali’ker, as a Shepherd of the Chosen People must adhere always to the will of the people, and only act within the boundaries of reason. Intolerance allows treason to thrive, and where there is treason the Azulites shall come forth once more. 

 

The Noble Concord

 

The council that presides over the Mali’ker and assists the Uthirate in dispensing justice, maintaining order, and managing the city and provinces ruled by Renelia-Gladewynn. There is a Lord Steward, a Master of Coin, an Annilir to marshal the Kheltiruai, and any number of other positions created by dire necessity. However, there should always be five council members in the Noble Concord, and beneath them shall serve other agents of the government who derive their powers from that of their leaders, who derive their own legitimacy in the bureaucracy from the Uthirate.

 

Closing Statement

 

There shall be no more than five councilors in the Noble Conclave. One to manage the Stewards, one to manage the Architecture of the city, one to manage the Kheltiruai, and two additional positions that may be chosen with regards to what is necessary at a given time. Each councilor is responsible for those in their respective bureaucracies, and establishes their own systems through which to manage their bureaucrats and provide the city with the necessary housing space, amenities, trade, protection, and construction. All other government members are bound within the constraints of the Mortal King’s approval for each decision, and trials are presided over by either the Mortal King or his Heir Presumptive with regards to dispensing judgement and establishing lasting decrees for banishment.
