Draeris 3124 Share Posted May 25, 2020 THE ROYAL CABINET THE PARTICIPATORY COMMONWEALTH GOVERNMENT PREAMBLE The first established Royal Cabinet was successful in restoring the Commonwealth and establishing a newfound bureaucracy, moving on from the tragedies of Ves and the “Mad Duke” Leopold. It is as granted by the Instruments of Government that expansion be accomplished thereafter on an ad hoc basis. As circumstances since the expansion corroborate a necessary shuffling of government, in finishing this chapter both the Lieutenant Governor and the Premier considered it prudent to forgo the previous three-man cabinet: rendering it more participatory for the Commonwealth as a whole, and to truly bring all factions of society to one united table. The following ministerial positions and their standing incumbents are therefore established for the undertaking of responsible governance. CHIEF OFFICIALS LIEUTENANT-GOVERNOR The Lieutenant-Governor stands as the appointed second to the King’s Viceroy: the Governor-General of Kaedrin. It is thus the duty of he to chair state ministries in his absence and to lend a guiding hand when vision needs to be asserted over the national good; to issue the mandates issued by royal prerogative and delegate the duties of each minister via the Premier. His Excellency the Lieutenant Governor-General Richard Victor Helvets It is his RESPONSIBILITY therefore: I). To ensure the efficiency of all ministerial departments and report on these developments directly to the Governor-General. II). To also enforce royal mandates on behalf of the King and his incumbent Viceroy. III). To chair the Royal Cabinet in the absence of the prior two authorities. And to enforce these duties in addition are offered the following vestments:. IV). To chair and beholden state elections as an unbiased tribune. V). To initiate official inquiries into lower functionaries. VI). To wield the authority of the Governor-General in his absence. VIII). Or to act as Regent in the event of incapacitation or otherwise vegetative conditions. PREMIER OF KAEDRIN The Premier is the prime minister of the executive branch whom is vested with the responsibility of ordering the Cabinet and representing the government in the House of Commons as it’s speaker. The incumbent Premier therefore reports primarily to the Lieutenant-Governor and his superior, the Governor-General. His Excellency the Premier Laurence August Pruvia-Albarosa It is his RESPONSIBILITY therefore to: I). Maintain the good standing and order of the Provincial Diet and to coordinate with both bicameral legislatures. II). To seek the creation of new ministries when the necessity of growth demands their formation. III). To also seek the dissolution of given office when requirements become defunct. IV). To act as a member of the electoral committee and to preside over the process itself. As a consequence, it is also the afforded right of the Premier to: V). Maintain a personal staff of assistance VI). To initiate official inquiries into all subordinate functionaries VII). To represent a Minister and their department in the event of their absence. VIII). And to manage the Royal Cabinet on behalf of the Lieutenant-Governor. THE ROYAL CABINET MINISTER OF INTERIOR Her Excellency the Minister of Interior Mariana Dubois Oversees the usage of territories and housing, and ensures that the quality of life and environment are maintained with residential interests in mind. Furthermore, she: I). Is the chairwoman of the Ministry of the Interior. II). Has the ability to evict, renovate or deconstruct residences in the Commonwealth. III). Is a member of the Territorial Concessions Committee. IV). Is a member of the Electoral Commission. V). Represents the Mayor in absence. MINISTER OF LABOUR (VACANT) Manages the human resources of the Commonwealth, providing a qualitative pool of manpower and connections to aid in realizing projects. Furthermore, he: I). Oversees the department of Labour within the Ministry of Interior. II). Has the ability to fire, hire & evaluate lesser functionaries of the government bureaucracy. III). Is a member of the Territorial Concessions Committee. MINISTER OF FINANCE His Excellency the Minister of Finance Frederick Leopold Pruvia-Albarosa Manages the Treasury and oversees the Crown Concessions of Commerce, responsible for generating income and investments. Furthermore, he: I). Runs the Commonwealth Treasury. II). Chairs the Crown Concessions of Commerce. III). Has the ability to evict, transfer, found & dissolve corporations within the Commonwealth. IV). Is a member of the Territorial Concessions Committee. MINISTER OF DEFENSE His Excellency the Minister of Defense Oisin O’Rourke Manages the relationships with the Ministry of Justice and the Ministry of War, and acts as the government spokesperson towards the Brigades stationed in the Commonwealth. Furthermore, he: I). Acts as the legate of the Commonwealth of Kaedrin on military affairs. II). Reports to the Lieutenant-Governor and Premier on military developments. III). Ensures the interests of the stationed Brigades are represented properly in the Commonwealth government. MINISTER OF CULTURE Her Excellency the Minister of Culture Hildegarde Amalia Pruvia-Albarosa Oversees the cultural sector of the Commonwealth, hosting festivities and chronicling the Rhoswenii identity and its minorities. Furthermore, she: I). Manages the department of Culture within the Ministry of Interior. II). Has the authority to formulate, executive and manage cultural events and festivities. III). Manages the courts of peers and ensures adherence to Rhoswenii rites and procedures. IV). Is a member of the Territorial Concessions Committee. MAYOR OF OWYNSBURG The Honourable Mayor of Owynsburg Padraig O’Rourke Oversees the polity known as the City of Owynsburg, manages its lesser government and ensures proper leadership is given. Furthermore, he: I). Has the ability to hire, fire and evaluate Aldermen, Stewards and Aides. II). Has the ability to evict, house and evaluate residents of the City of Owynsburg. III). Gains legislative precedence on the roll of the House of Commons. IV). Holds weekly municipal meetings with citizens and the government. V). Has a term of five weeks. INSTRUMENTS OF THE ROYAL CABINET To further maintain proper functionality of the Commonwealth bureaucracy, certain ministers have been granted leadership over specific organizations with specific purposes: from managing the territories, to expanding the economy, and so forth. These are known as the ‘Instruments of the Royal Cabinet’. An instrument can be added, removed or altered depending on the governmental needs of the Ministers. THE ELECTORAL COMMISSION The Lieutenant Governor-General, the Premier and the Minister of Interior are equal members of the Electoral Commission: an instrument that organizes, validates and oversees elections within the Commonwealth of Kaedrin. TERRITORIAL CONCESSIONS COMMITTEE The Ministers of Interior, Labour, Finance & Culture are all seated in the Territorial Concessions Committee: an instrument that decides whether land, or structures, may be given to citizens of the Commonwealth. CROWN CONCESSIONS OF COMMERCE The Minister of Finance chairs the Crown Concessions of Commerce:an instrument that manages and owns all mercantile and financial activities within the Commonwealth of Kaedrin. He can provide a concession to a citizen, allowing him or her to perform commercial activities on behalf of the government. TRIUMVIRATE OF THE INTERIOR MINISTRY The Ministry of Interior is subdivided by two departments: that of Labour, and that of Culture. Both were experienced as large portfolios in the previous Royal Cabinet, where a singular minister carried the workload of three. To combat this issue, the Lieutenant-Governor and the Premier extended the mandate of the Ministry: establishing two new offices in the process. Although the Ministry of Interior is run by the Minister of Interior, the departments of Labour and Culture enjoy a great degree of autonomy: having to answer to, and adhere to, similar protocols as their superior.
