Edict of Reform

PREAMBLE

In the advancing era of our day, and in humanity’s constant march towards progress and advancement, the Crown of Hanseti-Ruska has seen it prudent to reform its government in accordance with modern standards and customs in order to protect the Kingdom of Hanseti-Ruska and ensure the prosperity of its citizenry, in accordance with the powers afford to it, as a sovereign realm, by the Lex Aristocracia of the Oren Revised Code.

 

In pursuit of its duties towards the Haeseni people, the Crown of Hanseti-Ruska has historically maintained a council of state dubbed the ‘Aulic Council’, tasked with the efficient governance and prosperous maintenance of the Kingdom of Hanseti-Ruska. The Crown has, however, concluded that the current structure of the Aulic Council is inadequate for contemporary use, and, by its Order, the Aulic Council is forthwith reformed and restructured in accordance with this Edict. 

 

The Aulic Council shall be staffed by the Palatine, the Speaker of the Duma, the Marshal, the Seneschal, the High Justiciar, the Minister of the Treasury, the Eye of Karov and the Royal Curator with permanent seats, while additional ministers without portfolio serving on an ad hoc basis.

 

Positions once on the Aulic Council that are not mentioned within this edict shall have their offices and seats disestablished effective immediately upon promulgation.

SECTION I - The Palatine

Pursuant to ORC 702.03, the position of the Palatine (Naumarian: Palatin) shall serve as permanent minister on the Aulic Council tasked with the role of head of government of the Kingdom of Hanseti-Ruska, serving at the leisure of the Crown of Hanseti-Ruska. The Palatine shall be referred to as ‘His Excellency’ (Naumarian: Zir Valtry) or ‘Her Excellency’ (Naumarian: Ziy Valtry). 

 

The duties and obligations of the Palatine shall include:

I - To staff and manage the Office of the Palatine;

II - To serve as President of the Aulic Council, tasked with management over the council and the fulfillment of their duties.

III - To advise the Crown of Hanseti-Ruska on appointments to the Aulic Council.

IV - To maintain the peace of the Kingdom of Hanseti-Ruska.

V - To serve as regent when the Crown of Hanseti-Ruska is incapacitated or incapable of rule.

VI - To represent the Crown of Hanseti-Ruska in times of crises.

 

The powers and rights of the Palatine shall include:

I - To summon citizenry of the Kingdom of Hanseti-Ruska in accordance with their duties on the Aulic Council.

II - To establish business charters.

III - To create and enforce provincial taxes, tariffs, and embargos.

IV - To nominate candidates of the Royal Offices to the Royal Duma.

V - To command the Royal Army in times of crisis, with privilege of wielding the Golden Bulava of Office.

VI - To subpoena records and works of note.

VII - To establish and staff an Office of Palatine as deemed fit.

VIII - To mandate, and amend provincial laws.

IX - To bear noble arms.

SECTION II - The Speaker of the Duma

Pursuant to ORC 702.03, the position of the Speaker of the Duma (Naumarian: Herzen) shall serve as permanent minister on the Aulic Council, serving by election from the representatives of the Royal Duma. The Speaker shall be referred to as ‘His Honorable’ (Naumarian: Zir Kariav) or ‘Her Honourable’ (Naumarian: Ziy Kariav). 

 

The duties and obligations of the Speaker of the Duma shall include:

I - To serve as chief officer of the Royal Duma, charged with maintaining its order, structure, and sanctity;

II - To sit on the Aulic Council as the elected representative of the Royal Duma, advising the Crown of Hanseti-Ruska on matters of the legislature;

III - To serve as acting Palatine when both the current incumbent and the Deputy Palatine are incapacitated or incapable of fulfilling the duties of office;

 

The powers and rights of the Speaker of the Duma shall include,

I - To summon citizenry of the Kingdom of Hanseti-Ruska in accordance to their duties on the Royal Duma;

II - To subpoena records and works of note;

III - To bear noble arms.

SECTION III - The Marshal

Pursuant to ORC 702.03 and ORC 702.04, the position of the Marshal (Naumarian: Koengzhetmaan) shall serve as permanent minister on the Aulic Council, serving at the leisure of the Crown of Hanseti-Ruska. The Marshal shall be referred to as ‘His Excellency’ (Naumarian: Zir Valtry) or ‘Her Excellency’ (Naumarian: Ziy Valtry). 

 

The duties and obligations of the Marshal shall include:

I - To staff and manage the Office of the Marshal;

II - To sit on the Aulic Council as its chief military advisor;

III - To serve as chief officer of the Royal Army, drilling and maintaining an active host of able soldiers;

IV - To protect the peace and security of the Kingdom of Hanseti-Ruska;

V - To oversee all peace- and war-time policing efforts within the Kingdom of Hanseti-Ruska.

 

The powers and rights of the Marshal shall include:

I - To recruit men and women to the Royal Army;

II - To command all personnel of the Royal Army, with the privilege of wielding the Iron Bulava of office;

III - To oversee and coordinate all military campaigns;

IV - To arrest and detain those who stand to disrupt the peace and security of the Kingdom of Hanseti-Ruska;

V - To bear noble arms.

SECTION IV - The Seneschal

Pursuant to ORC 702.03, the position of the Seneschal is hereby established and shall serve as permanent minister on the Aulic Council, serving at the leisure of the Crown of Hanseti-Ruska. The Seneschal shall be referred to as ‘His Excellency’ (Naumarian: Zir Valtry) or ‘Her Excellency’ (Naumarian: Ziy Valtry). 

 

The duties and obligations of the Seneschal shall include:

I - To staff and manage the Office of the Seneschal;

II - To sit on the Aulic Council as its chief interior advisor;

III - To oversee the interior administration of the Royal Capital;

IV - To maintain records of property ownership within the Royal Capital;

V - To maintain an efficient system of taxation with the Royal Capital;

VI - To ensure the housing and service needs of the Royal Capital are sufficiently met.

 

The powers and rights of the Seneschal shall include:

I - To evict properties within the Royal Capital;

II - To collect taxes within the Royal Capital;

III - To sell property within the Royal Capital;

IV - To renovate and expand the Royal Capital in accordance with its needs;

V - To bear noble arms.

SECTION V - The High Justiciar

Pursuant to ORC 702.03 and ORC 606.02, the position of the High Justiciar is hereby established and shall serve as permanent minister on the Aulic Council, serving at the leisure of the Crown of Hanseti-Ruska. The High Justiciar shall be referred to as ‘His Excellency’ (Naumarian: Zir Valtry) or ‘Her Excellency’ (Naumarian: Ziy Valtry). 

 

The duties and obligations of the High Justiciar shall include:

I - To staff and manage of the Office of the Justiciar; 

II - To sit on the Aulic Council as its chief legal advisor;

III - To oversee the judiciary of the Kingdom of Hanseti-Ruska;

IV - To ensure royal decrees and legislation are lawful.

 

The powers and rights of the High Justiciar shall include:

I - To act as Chief Prosecutor on behalf of the Kingdom of Hanseti-Ruska;

II - To coordinate the efficient functioning of the Royal Prosecutors;

III - To represent governmental entities of the Crown of Hanseti-Ruska in civil cases;

IV - To bear noble arms.

SECTION VI - The Royal Treasurer

Pursuant to ORC 702.03, the position of the Royal Treasurer is hereby established and shall serve as permanent minister on the Aulic Council, serving at the leisure of the Crown of Hanseti-Ruska. The Royal Treasurer shall be referred to as ‘His Excellency’ (Naumarian: Zir Valtry) or ‘Her Excellency’ (Naumarian: Ziy Valtry). 

 

The duties and obligations of the Royal Treasurer shall include:

I - To staff and manage the Office of the Treasury;

II - To sit on the Aulic Council as its chief monetary advisor;

III - To sustainably manage the Royal Treasury;

 

The powers and rights of the Royal Treasurer shall include:

I - To satisfy the Kingdom of Hanseti-Ruska’s debts and bills;

II - To cooperate with other ministries in the payment of the Kingdom of Hanseti-Ruska’s servants;

III - To invest the Royal Treasury’s funds in public and private ventures for the benefit of the Kingdom of Hanseti-Ruska;

IV - To bear noble arms.

SECTION VII - The Eye of Karov

Pursuant to ORC 702.03, the position of the Eye of Karov is hereby established and shall serve as permanent minister on the Aulic Council, serving at the leisure of the Crown of Hanseti-Ruska. The Eye of Karov shall be referred to as ‘His Excellency’ (Naumarian: Zir Valtry) or ‘Her Excellency’ (Naumarian: Ziy Valtry). 

 

The duties and obligations of the Eye of Karov shall include,

I - To staff and manage the Office of Intelligence;

II - To sit on the Aulic Council as its chief intelligence advisor;

III - To discreetly monitor and protect the interest of the Kingdom of Hanseti-Ruska;

IV - To alert the Crown of Hanseti of anticipated threats to its well being or that of the Kingdom of Hanseti-Ruska, and to act against such threats before they materialise;

 

The powers and rights of the Eye of Karov shall include,

I - To establish a network of agents;

II - To operate in complete discretion; 

III - To arrest, detain and interrogate those deemed as, of affiliated with, potential threats;

IV - To conceal the identity of all agents;

V - To bear noble arms.

SECTION VIII - The Royal Curator

Pursuant to ORC 702.03, the position of the Royal Curator is hereby established and shall serve as permanent minister on the Aulic Council, serving at the leisure of the Crown of Hanseti-Ruska. The Royal Curator shall be referred to as ‘His Excellency’ (Naumarian: Zir Valtry) or ‘Her Excellency’ (Naumarian: Ziy Valtry). 

 

The duties and obligations of the Royal Curator shall include:

I - To staff and manage the Office of Curator;

II - To sit on the Aulic Council as its chief educational and cultural advisor;

III - To promote the cultural heritage and values of the Kingdom of Hanseti-Ruska;

IV - To establish and direct educational bodies within the Kingdom of Hanseti-Ruska.

 

The powers and rights of the Royal Curator shall include:

I - To host festivals and events pertaining to Haeseni culture; 

II - To mandate and oversee the operation of educational bodies within the Kingdom of Hanseti-Ruska;

III - To publish and organize materials on Haeseni culture and history.

SECTION IX - Incumbent Councillors

Upon the execution of this Edict, the Aulic Council is forthwith reformed per its provisions and its seats filled as follows:
