Second Mayoral Decree

To the people of New Reza and the greater Crownlands of Hanseti-Ruska: To fulfill my campaign promise of granting awards of merit, I hereby establish a civilian medal of honour, the Eagle and Cross of St. Otto. This civilian honour shall be awarded by the Grand Maer to those Haensemen and -women that have worked diligently to further the betterment of the city, community or Haense as a whole.

Those up for receiving the honour shall be sent a personal letter from the Grand Maer, inviting them to his office at the Town Hall where he shall personally hand over the civilian honour along with a bouquet of white daisies in congratulation.

The Eagle and Cross of St. Otto will look as follows:
